conservatorships of Fannie Mae and Freddie Mac, and

Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘End of GSE Con-4
servatorship Preparation Act of 2025’’. 5

SEC. 2. PROPOSALS FOR TERMINATION OF 1
CONSERVATORSHIPS. 2
(a) R
EPORT.—Not later than 30 days after the date 3
of the enactment of this Act, the Secretary of the Treasury 4
shall submit a report to the Committee on Financial Serv-5
ices of the House of Representatives and the Committee 6
on Banking, Housing, and Urban Affairs of the Senate 7
that identifies whether— 8
(1) the Department of the Treasury completed 9
the proposal described in article IX of the Letter 10
Agreement to the Amended and Restated Preferred 11
Stock Purchase Agreement between the United 12
States Department of the Treasury and the Federal 13
National Mortgage Association, dated January 14, 14
2021, and the proposal described in article IX of the 15
Letter Agreement to the Amended and Restated 16
Preferred Stock Purchase Agreement between the 17
United States Department of the Treasury and the 18
Federal Home Loan Mortgage Corporation, dated 19
January 14, 2021; and 20
(2) either or both of such proposals were com-21
pleted and, if so, includes such completed proposal 22
or proposals. 23
(b) P
ROPOSALS.—If the report required under sub-24
section (a) indicates that either or both of such proposals 25
were not completed, the Secretary of the Treasury shall— 26

(1) include in such report the latest incomplete 1
draft or version, if any, of such incomplete proposal 2
or proposals; and 3
(2) not later than 90 days after the date of the 4
enactment of this Act, complete and submit such 5
proposal or proposals to the committees identified in 6
subsection (a). 7
