1919 SECTION 1. SHORT TITLE. 3
2020 This Act may be cited as the ‘‘Semiconductor Supply 4
2121 Chain Security and Diversification Act of 2025’’. 5
2222 SEC. 2. DEFINITIONS. 6
2323 In this Act— 7

2929 used in semiconductor manufacturing, including— 3

3131 (B) gallium; 5
3232 (C) germanium; 6
3333 (D) silicon; 7
3434 (E) lithium; and 8
3535 (F) cobalt; and 9
3636 (2) the term ‘‘downstream supply chain’’ in-10
3737 cludes— 11
3838 (A) testing and packaging facilities for 12
3939 semiconductors; and 13
4040 (B) advanced testing and packaging facili-14
4141 ties for semiconductors. 15
4242 SEC. 3. SENSE OF CONGRESS; STATEMENT OF POLICY. 16
4343 (a) S
4444 ENSE OFCONGRESS.—It is the sense of Con-17
4545 gress that the United States has an economic and national 18
4646 security interest in diversifying the semiconductor supply 19
4747 chain, specifically by encouraging the development of a re-20
4848 gionally-based semiconductor ecosystems in the Western 21
4949 Hemisphere to compliment the investments in the United 22
5050 States under the CHIPS and Science Act. 23

5252 TATEMENT OFPOLICY.—It is the policy of the 24

5858 ners of the United States by encouraging the devel-2
5959 opment of accessible, transparent, competitive, and 3
6060 robust semiconductor markets that provide diversi-4
6161 fied sources, types, and parts of the semiconductor 5
6262 chip; and 6
6363 (2) to encourage United States public and pri-7
6464 vate sector investment in Latin American semicon-8
6565 ductor infrastructure projects to bridge the gap be-9
6666 tween national security needs and commercial de-10
6767 mand in a way that is consistent with the region’s 11
6868 absorptive capacity. 12
6969 SEC. 4. SUPPORTING EFFORTS OF THE GOVERNMENTS OF 13
7070 WESTERN HEMISPHERE COUNTRIES TO IN-14
7171 CREASE THE DIVERSITY OF THEIR UP-15
7272 STREAM SUPPLY CHAINS AND DOWNSTREAM 16
7373 SUPPLY CHAINS. 17
7474 (a) I
7575 NGENERAL.—In carrying out the policy de-18
7676 scribed in section 3(b), the Secretary of State, in consulta-19
7777 tion with the Secretary of Commerce and the heads of 20
7878 other relevant United States agencies, shall, as appro-21
7979 priate, focus the efforts of the Department of State and 22
8080 those agencies in supporting the efforts of the govern-23
8181 ments of Western Hemisphere countries to increase the 24

8787 (1) providing diplomatic and political support to 3
8888 the Organization of American States and Western 4
8989 Hemisphere governments, as necessary— 5
9090 (A) to facilitate international negotiations 6
9191 concerning cross-border infrastructure; 7
9292 (B) to enhance the Western Hemisphere’s 8
9393 regulatory environment with respect to semi-9
9494 conductors; and 10
9595 (C) to develop accessible, transparent, and 11
9696 competitive supply chain markets and down-12
9797 stream supply chain markets that are supplied 13
9898 by diverse sources, types, and routes of energy; 14
9999 and 15
100100 (2) providing support to improve Western 16
101101 Hemisphere upstream supply chains and down-17
102102 stream supply chains for semiconductors, includ-18
103103 ing— 19
104104 (A) to diversify the sources and supply 20
105105 routes of Western Hemisphere countries; and 21
106106 (B) to enhance semiconductor market inte-22
107107 gration across the regions. 23

111111 (b) TERMS ANDCONDITIONS.—For the purposes of 1
112112 providing support for projects under this section, the fol-2
113113 lowing terms and conditions shall apply: 3
114114 (1) The United States International Develop-4
115115 ment Finance Corporation may provide support for 5
116116 upstream supply chain and downstream supply chain 6
117117 projects in countries in the Western Hemisphere 7
118118 with upper-middle-income economies or high-income 8
119119 economies (as those terms are defined by the World 9
120120 Bank). 10
121121 (2) The restrictions under section 1412(c)(2) of 11
122122 the Better Utilization of Investments Leading to De-12
123123 velopment Act of 2018 (22 U.S.C. 9612(c)(2)) shall 13
124124 not apply. 14
125125 (3) The Corporation shall restrict the provision 15
126126 of such support in a country described in paragraph 16
127127 (1) unless— 17
128128 (A) the President certifies to the appro-18
129129 priate congressional committees that such sup-19
130130 port furthers the national economic or foreign 20
131131 policy interests of the United States; and 21
132132 (B) such support is— 22
133133 (i) designed to produce significant de-23
134134 velopmental outcomes or provide develop-24

140140 (ii) necessary to preempt or counter 3
141141 efforts by a strategic competitor of the 4
142142 United States to secure significant political 5
143143 or economic leverage or acquire national 6
144144 security-sensitive technologies or infra-7
145145 structure in a country that is an ally or 8
146146 partner of the United States. 9

149149 FINED.—In this section, the term ‘‘appropriate congres-11
150150 sional committees’’ has the meaning given that term in 12
151151 section 1402 of the Better Utilization of Investments 13
