2020 SECTION 1. SHORT TITLE. 3
2121 This Act may be cited as the ‘‘Supporting Transition 4
2222 And Recovery Through Housing Act of 2025’’ or the 5
2323 ‘‘START Housing Act of 2025’’. 6

2929 Section 8071 of the SUPPORT for Patients and 3
3030 Communities Act (42 U.S.C. 5301 note) is amended— 4
3131 (1) in subsection (a)— 5
3232 (A) by striking ‘‘2019 through 2023’’ and 6
3333 inserting ‘‘2026 through 2031’’; 7
3434 (B) by striking ‘‘for a period of not more 8
3535 than 2 years or’’; and 9
3636 (C) by striking ‘‘, whichever is earlier’’; 10
3737 (2) in subsection (b)— 11
3838 (A) in paragraph (1), by inserting ‘‘, act-12
3939 ing through the Office of Community Planning 13

6969 ‘‘(iv) The highest rates of unsheltered 13
7070 homelessness as determined by the most 14
7171 recent annual point-in-time count of per-15
7272 sons experiencing homelessness required by 16
7373 the Secretary of Housing and Urban De-17
7474 velopment under title IV of the McKinney- 18
7575 Vento Homeless Assistance Act (42 U.S.C. 19
7676 11360 et seq.).’’; 20
7777 (3) in subsection (c)— 21

7979 (i) by inserting ‘‘, low-barrier’’ after 23

9292 UPPLEMENT NOT SUPPLANT .—As a con-8
9393 dition of receiving funds under this section, a State 9
9494 shall use such funds received under this section only 10
9595 to supplement the level of State or local funds that 11
9696 would, in the absence of the receipt of funds under 12
9797 this section, be made available for related housing 13
9898 and recovery services. 14
9999 ‘‘(5) C
100100 ONSULTATION.—Each State that receives 15
101101 amounts pursuant to this section shall consult with 16
102102 continuums of care and public housing agencies to 17
103103 assess needs for implementing funds and developing 18
104104 a plan to support individuals receiving stable hous-19
105105 ing in connection with funding under this section 20
106106 with transfer to other housing at the end of the indi-21
107107 viduals’ eligibility.’’; and 22
108108 (4) by striking subsection (f) and inserting the 23
109109 following new subsection: 24

113113 ‘‘(f) TECHNICALASSISTANCE.—The Secretary may 1
114114 use not more than 2 percent of the funds made available 2
115115 under this section for technical assistance, to publish best 3
116116 practices, and to conduct outreach to grantees or poten-4
117117 tially eligible participants.’’. 5
