16	29		(a) R
17	30		EPEAL.—The first section of Public Law 91– 5
18	31		589 (2 U.S.C. 168) is amended— 6
19	32		(1) by striking ‘‘the Librarian of Congress’’ and 7
20	33		inserting ‘‘(a) subject to subsection (b), the Librar-8
21	34		ian of Congress’’; and 9
22	35		(2) by adding at the end the following new sub-10
23	36		section: 11
24	37		‘‘(b)(1) Upon the completion of the October 2031 12
25	38		term of the Supreme Court and upon the completion of 13
26	39		each tenth October term of the Supreme Court thereafter, 14
27	40		the Librarian of Congress shall have prepared a digital 15
28	41		decennial revised edition of the Constitution Annotated, 16
29	42		which shall contain annotations of all decisions theretofore 17
30	43		rendered by the Supreme Court construing provisions of 18
31	44		the Constitution, in place of the hardbound decennial re-19
32	45		vised edition of the Constitution Annotated described in 20
33	46		subsection (a)(3). 21
34	47		‘‘(2) Upon the completion of the October 2025 term 22
35	48		of the Supreme Court and upon the completion of each 23
36	49		subsequent October term of the Supreme Court beginning 24
37	50		in an odd-numbered year (the final digit of which is not 25
38		-	a 1), the Librarian shall have prepared a digital cumu-26 3

41	56		revised edition of the Constitution Annotated, which shall 2
42	57		contain cumulative annotations of all such decisions ren-3
43	58		dered by the Supreme Court which were not included in 4
44	59		the most recent revised edition of the Constitution Anno-5
45	60		tated, in place of the hardbound editions of the cumulative 6
46	61		pocket-part supplement described in subsection (a)(4).’’. 7

50	65		ERSIONS.—Section 2 of Public Law 91–589 (2 U.S.C. 9
51	66		168a) is amended— 10
52	67		(1) by striking ‘‘All hardbound’’ and inserting 11
53	68		‘‘(a) All hardbound’’; and 12
54	69		(2) by adding at the end the following new sub-13
55	70		section: 14
56	71		‘‘(b)(1) The digital decennial revised editions of the 15
57	72		Constitution Annotated prepared under subsection (b)(1) 16
58	73		of the first section of this Joint Resolution and the digital 17
59	74		cumulative pocket-part supplements prepared under sub-18
60	75		section (b)(2) of the first section of this Joint Resolution 19
61	76		shall be available at a public website of the Library of Con-20
62	77		gress. 21
63	78		‘‘(2) The Librarian of Congress shall ensure the con-22
64	79		tinuing availability of the documents referred to in para-23
65		-	graph (1) to Congress and the public.’’. 24 4

74	91		and inserting ‘‘(a) There shall be printed’’; and 7
75	92		(B) by adding at the end the following new 8
76	93		subsection: 9
77	94		‘‘(b) Subsection (a) does not apply after completion 10
78	95		of the October 2025 term of the Supreme Court, and the 11
79	96		Librarian of Congress shall provide the decennial revised 12
80	97		editions of the Constitution Annotated and the cumulative 13
81	98		pocket part supplements prepared under this Joint Reso-14
82	99		lution exclusively in a digital format available at a public 15
83	100		website of the Library of Congress.’’. 16
