A BILL
To require the United States Postal Service to post notices
of changes that will affect nationwide postal services,
and for other purposes.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Instituting Notification 4
Formalities On Reorganizing Mail Act of 2025’’ or the 5
‘‘INFORM Act of 2025’’. 6

SEC. 2. REQUIRING NOTICES RELATING TO CHANGES IN 1
NATURE OF POSTAL SERVICES. 2
Section 3661 of title 39, United States Code, is 3
amended— 4
(1) in subsection (a), by striking ‘‘The’’ and in-5
serting ‘‘I
NGENERAL.—The’’; 6
(2) in subsection (b)— 7
(A) by inserting ‘‘C

OSTALSERVICES.—’’ before ‘‘When’’; and 9
(B) by striking ‘‘When’’ and all that fol-10
lows, and inserting the following: 11
‘‘(1) I
N GENERAL.—When the Postal Service 12
determines that there should be a change in the na-13
ture of postal services which will generally affect 14
service on a nationwide or substantially nationwide 15
basis, it shall— 16
‘‘(A) submit a proposed change, within a 17
reasonable time prior to the effective date of 18
the change, to the Postal Regulatory Commis-19
sion requesting an advisory opinion on the 20
change; and 21
‘‘(B) on the date such proposed change is 22
submitted to the Postal Regulatory Commis-23
sion, post a notice of the change within affected 24
storefront postal facilities, to remain posted for 25

no fewer than 30 days after the change has 1
gone into effect, and such notice shall include— 2
‘‘(i) relevant details of the change; 3
‘‘(ii) associated timelines related to 4
the implementation of the change; 5
‘‘(iii) anticipated impacts on nation-6
wide postal services; 7
‘‘(iv) details of any public meetings 8
and opportunities for public comment; 9
‘‘(v) contact information for public 10
comment; and 11
‘‘(vi) other helpful resources as 12
deemed necessary by the Postal Service.’’; 13
(3) by redesignating subsection (c) as para-14
graph (2) of subsection (b); and 15
(4) in paragraph (2) of subsection (b) (as so re-16
designated)— 17
(A) by inserting ‘‘H

OF COMMISSION.—’’ before ‘‘The Commission’’; 19
and 20
(B) by striking ‘‘proposal’’ and inserting 21
‘‘proposed change’’. 22
