To provide Members of Congress access to Federal buildings, 
and for other purposes. 
Be it enacted by the Senate and House of Representa-1

SECTION 1. SHORT TITLE. 1
This Act may be cited as the ‘‘All Access Act of 2
2025’’. 3
SEC. 2. ACCESS TO FEDERAL BUILDINGS. 4
(a) I
NGENERAL.—A Member of Congress shall have 5
access to any public building if such Member displays 6
identification issued by the Clerk or Sergeant at Arms of 7
the House of Representatives (in the case of a Member 8
of the House of Representatives) or by the Secretary or 9
Sergeant at Arms and Doorkeeper of the Senate (in the 10
case of a Senator). 11
(b) H
OURS.—The requirements of subsection (a) 12
shall apply— 13
(1) during regular business hours; and 14
(2) if during hours that are not covered by 15
paragraph (1), such Member has notified the head 16
of the entity in which such Member seeks to access, 17
not later than 12 hours before the time at which 18
such Member seeks to enter such building. 19
(c) D
EFINITIONS.—In this Act: 20
(1) M
EMBER OF CONGRESS .—The term ‘‘Mem-21
ber of Congress’’ means a Member of the House of 22
Representatives or a Senator. 23

(2) PUBLIC BUILDING.—The term ‘‘public 1
building’’ has the meaning given such term in sec-2
tion 3301 of title 40, United States Code. 3
