Be it enacted by the Senate and House of Representa-1 tives of the United States of America in Congress assembled, 2 SECTION 1. SHORT TITLE. 3 This Act may be cited as the ‘‘Overcoming Prevalent 4 Inadequacies in Overdose Information Data Sets Act’’ or 5 the ‘‘OPIOIDS Act’’. 6 SEC. 2. LAW ENFORCEMENT GRANTS. 6 (a) I NGENERAL.—The Attorney General may make 7 grants to local law enforcement agencies and forensic lab-8 oratories in communities with high rates of drug overdoses 9 for the purpose of— 10 (1) training to help officers identify overdoses; 11 (2) upgrading essential systems for tracing 12 drugs and processing samples in forensic labora-13 tories to provide timely, accurate, and standard data 14 reporting to the National Forensic Laboratory Infor-15 mation System; 16 (3) training to better trace criminals through 17 the darknet; or 18 (4) providing training, staffing, and equipment 19 in medical examiners and coroners’ offices to provide 20 more timely and comprehensive services in suspected 21 overdose cases. 22 (b) M ANDATORYREPORTING.—None of the funds 23 made under subsection (a) may be used by grantees that 24 VerDate Sep 11 2014 22:25 Mar 10, 2025 Jkt 059200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H1257.IH H1257 kjohnson on DSK7ZCZBW3PROD with $$_JOB 3 •HR 1257 IH do not submit to the National Forensic Laboratory Infor-1 mation System reports on overdose data. 2 (c) F EDERALLAWENFORCEMENT TRAININGCEN-3 TERS.—Federal Law Enforcement Training Centers shall 4 provide training to State and local law enforcement agen-5 cies on how to best coordinate with State and Federal 6 partners for tracking drug-related activity. 7 (d) COPS G RANTS.—Section 1701(b) of the Omni-8 bus Crime Control and Safe Streets Act of 1968 (34 9 U.S.C. 10381) is amended— 10 (1) in paragraph (23), by striking ‘‘and’’ at the 11 end; 12 (2) in paragraph (24), by striking the period at 13 the end and inserting ‘‘; and’’; and 14 (3) by adding at the end the following: 15 ‘‘(25) to provide training and resources for con-16 tainment devices to prevent secondary exposure to 17 fentanyl and other substances for first responders.’’. 18 SEC. 4.
