28	28	Be it enacted by the Senate and House of Representa-1
29	29	tives of the United States of America in Congress assembled, 2
30	30	SECTION 1. SHORT TITLE. 3
31	31	This Act may be cited as the ‘‘Extending Limits of 4
32	32	U.S. Customs Waters Act’’. 5

36	36	SEC. 2. DEFINITION OF CUSTOMS WATERS. 1
37	37	(a) T
38	38	ARIFFACT OF1930.—Section 401(j) of the 2
39	39	Tariff Act of 1930 (19 U.S.C. 1401(j)) is amended— 3
40	40	(1) by striking ‘‘means, in the case’’ and insert-4
41	41	ing the following: ‘‘means— 5
42	42	‘‘(1) in the case’’; 6
43	43	(2) by striking ‘‘of the coast of the United 7
44	44	States’’ the first place it appears and inserting 8
45	45	‘‘from the baselines of the United States, determined 9
46	46	in accordance with international law,’’; 10
47	47	(3) by striking ‘‘and, in the case’’ and inserting 11
48	48	the following: ‘‘; and 12
49	49	‘‘(2) in the case’’; and 13
50	50	(4) by striking ‘‘the waters within four leagues 14
51	51	of the coast of the United States.’’ and inserting the 15
52	52	following: ‘‘the waters within— 16
53	53	‘‘(A) the territorial sea of the United 17
54	54	States, to the limits permitted by international 18
55	55	law in accordance with Presidential Proclama-19
56	56	tion 5928 of December 27, 1988; and 20
57	57	‘‘(B) the contiguous zone of the United 21
58	58	States, to the limits permitted by international 22
59	59	law in accordance with Presidential Proclama-23
60	60	tion 7219 of September 2, 1999.’’. 24

63	63	Anti-Smuggling Act (19 U.S.C. 1709(c)) is amended— 26

90	90	this section shall take effect on the day after the date of 23
