17	17	To amend title 31, United States Code, to save Federal
18	18	funds by authorizing changes to the composition of circu-
19	19	lating coins, and for other purposes.
20	20	Be it enacted by the Senate and House of Representa-1
21	21	tives of the United States of America in Congress assembled, 2
22	22	SECTION 1. SHORT TITLE. 3
23	23	This Act may be cited as the ‘‘Coin Metal Modifica-4
24	24	tion Authorization and Cost Savings Act of 2025’’. 5

31	31	Section 5112 of title 31, United States Code, is 4
32	32	amended by adding at the end the following: 5
33	33	‘‘(x) C
34	34	OMPOSITION OFCIRCULATINGCOINS.— 6
35	35	‘‘(1) I
36	36	N GENERAL.—Notwithstanding any other 7
37	37	provision of law, the Director of the United States 8
38	38	Mint (referred to in this subsection as the ‘Direc-9
39	39	tor’), in consultation with the Secretary, may modify 10
40	40	the metallic composition of circulating coins to a new 11
41	41	metallic composition (including by prescribing rea-12
42	42	sonable manufacturing tolerances with respect to 13
43	43	those coins) if a study and analysis conducted by the 14
44	44	United States Mint, including solicitation of input 15
45	45	(including input on acceptor tolerances and require-16
46	46	ments) from industry stakeholders who could be af-17
47	47	fected by changes in the composition of circulating 18
48	48	coins, indicates that the modification will— 19
49	49	‘‘(A) reduce costs incurred by the tax-20
50	50	payers of the United States; 21
51	51	‘‘(B) be seamless, which shall mean the 22
52	52	same diameter and weight as United States 23
53	53	coinage being minted on the date of enactment 24
54	54	of this subsection and that the coins will work 25

58	58	interchangeably in most coin acceptors using 1
59	59	electromagnetic signature technology; and 2
60	60	‘‘(C) have as minimal an adverse impact as 3
61	61	possible on the public and stakeholders. 4
62	62	‘‘(2) N
63	63	OTIFICATION TO CONGRESS .—On the 5
64	64	date that is at least 90 legislative days before the 6
65	65	date on which the Director begins making a modi-7
66	66	fication described in paragraph (1), the Director 8
67	67	shall submit to Congress notice that— 9
68	68	‘‘(A) provides a justification for the modi-10
69	69	fication, including the support for that modi-11
70	70	fication in the study and analysis required 12
71	71	under paragraph (1) with respect to the modi-13
72	72	fication; 14
73	73	‘‘(B) describes how the modification will 15
74	74	reduce costs incurred by the taxpayers of the 16
75	75	United States; 17
76	76	‘‘(C) certifies that the modification will be 18
77	77	seamless, as described in paragraph (1)(B); and 19
78	78	‘‘(D) certifies that the modification will 20
79	79	have as minimal an adverse impact as possible 21
80	80	on the public and stakeholders. 22
81	81	‘‘(3) C
82	82	ONGRESSIONAL AUTHORITY .—The Direc-23
83	83	tor may begin making a modification proposed under 24
84	84	this subsection not earlier than the date that is 90 25

88	88	legislative days after the date on which the Director 1
89	89	submits to Congress the notice required under para-2
90	90	graph (2) with respect to that modification, unless 3
91	91	Congress, during the period of 90 legislative days 4
92	92	beginning on the date on which the Director submits 5
93	93	that notice— 6
94	94	‘‘(A) finds that the modification is not jus-7
95	95	tified in light of the information contained in 8
96	96	that notice; and 9
97	97	‘‘(B) enacts a joint resolution of dis-10
98	98	approval of the proposed modification. 11
99	99	‘‘(4) P
100	100	ROCEDURES.—For purpose of paragraph 12
101	101	(3)— 13
102	102	‘‘(A) a joint resolution of disapproval is a 14
103	103	joint resolution the matter after the resolving 15
104	104	clause of which is as follows: ‘That Congress 16
105	105	disapproves the modification submitted by the 17
106	106	Director of the United States Mint.’; and 18
107	107	‘‘(B) the procedural rules in the House of 19
108	108	Representatives and the Senate for a joint reso-20
109	109	lution of disapproval described under paragraph 21
110	110	(3) shall be the same as provided for a joint 22
111	111	resolution of disapproval under chapter 8 of 23
112	112	title 5, United States Code.’’. 24

116	116	SEC. 3. DETERMINATION OF BUDGETARY EFFECTS. 1
117	117	The budgetary effects of this Act, for the purpose of 2
118	118	complying with the Statutory Pay-As-You-Go Act of 2010, 3
119	119	shall be determined by reference to the latest statement 4
120	120	titled ‘‘Budgetary Effects of PAYGO Legislation’’ for this 5
121	121	Act, submitted for printing in the Congressional Record 6
122	122	by the Chairman of the House Budget Committee, pro-7
123	123	vided that such statement has been submitted prior to the 8
124	124	vote on passage. 9
