2222 SECTION 1. SHORT TITLE. 3
2323 This Act may be cited as the ‘‘Coin Metal Modifica-4
2424 tion Authorization and Cost Savings Act of 2025’’. 5

3131 Section 5112 of title 31, United States Code, is 4
3232 amended by adding at the end the following: 5
3333 ‘‘(x) C
3434 OMPOSITION OFCIRCULATINGCOINS.— 6
3535 ‘‘(1) I
3636 N GENERAL.—Notwithstanding any other 7
3737 provision of law, the Director of the United States 8
3838 Mint (referred to in this subsection as the ‘Direc-9
3939 tor’), in consultation with the Secretary, may modify 10
4040 the metallic composition of circulating coins to a new 11
4141 metallic composition (including by prescribing rea-12
4242 sonable manufacturing tolerances with respect to 13
4343 those coins) if a study and analysis conducted by the 14
4444 United States Mint, including solicitation of input 15
4545 (including input on acceptor tolerances and require-16
4646 ments) from industry stakeholders who could be af-17
4747 fected by changes in the composition of circulating 18
4848 coins, indicates that the modification will— 19
4949 ‘‘(A) reduce costs incurred by the tax-20
5050 payers of the United States; 21
5151 ‘‘(B) be seamless, which shall mean the 22
5252 same diameter and weight as United States 23
5353 coinage being minted on the date of enactment 24
5454 of this subsection and that the coins will work 25

5959 electromagnetic signature technology; and 2
6060 ‘‘(C) have as minimal an adverse impact as 3
6161 possible on the public and stakeholders. 4

6363 OTIFICATION TO CONGRESS .—On the 5
6464 date that is at least 90 legislative days before the 6
6565 date on which the Director begins making a modi-7
6666 fication described in paragraph (1), the Director 8
6767 shall submit to Congress notice that— 9
6868 ‘‘(A) provides a justification for the modi-10
6969 fication, including the support for that modi-11
7070 fication in the study and analysis required 12
7171 under paragraph (1) with respect to the modi-13
7272 fication; 14
7373 ‘‘(B) describes how the modification will 15
7474 reduce costs incurred by the taxpayers of the 16
7575 United States; 17
7676 ‘‘(C) certifies that the modification will be 18
7777 seamless, as described in paragraph (1)(B); and 19
7878 ‘‘(D) certifies that the modification will 20
7979 have as minimal an adverse impact as possible 21
8080 on the public and stakeholders. 22

8282 ONGRESSIONAL AUTHORITY .—The Direc-23
8383 tor may begin making a modification proposed under 24
8484 this subsection not earlier than the date that is 90 25

8888 legislative days after the date on which the Director 1
8989 submits to Congress the notice required under para-2
9090 graph (2) with respect to that modification, unless 3
9191 Congress, during the period of 90 legislative days 4
9292 beginning on the date on which the Director submits 5
9393 that notice— 6
9494 ‘‘(A) finds that the modification is not jus-7
9595 tified in light of the information contained in 8
9696 that notice; and 9
9797 ‘‘(B) enacts a joint resolution of dis-10
9898 approval of the proposed modification. 11
9999 ‘‘(4) P
100100 ROCEDURES.—For purpose of paragraph 12
101101 (3)— 13
102102 ‘‘(A) a joint resolution of disapproval is a 14
103103 joint resolution the matter after the resolving 15
104104 clause of which is as follows: ‘That Congress 16
105105 disapproves the modification submitted by the 17
106106 Director of the United States Mint.’; and 18
107107 ‘‘(B) the procedural rules in the House of 19
108108 Representatives and the Senate for a joint reso-20
109109 lution of disapproval described under paragraph 21
110110 (3) shall be the same as provided for a joint 22
111111 resolution of disapproval under chapter 8 of 23
112112 title 5, United States Code.’’. 24

116116 SEC. 3. DETERMINATION OF BUDGETARY EFFECTS. 1
117117 The budgetary effects of this Act, for the purpose of 2
118118 complying with the Statutory Pay-As-You-Go Act of 2010, 3
119119 shall be determined by reference to the latest statement 4
120120 titled ‘‘Budgetary Effects of PAYGO Legislation’’ for this 5
121121 Act, submitted for printing in the Congressional Record 6
122122 by the Chairman of the House Budget Committee, pro-7
123123 vided that such statement has been submitted prior to the 8
124124 vote on passage. 9
