23	23	To amend chapter 9 of title 5, United States Code, to reau-
24	24	thorize the executive reorganization authority of the
25	25	President and to ensure efficient executive reorganiza-
26	26	tion, and for other purposes.
27	27	Be it enacted by the Senate and House of Representa-1
28	28	tives of the United States of America in Congress assembled, 2
29	29	SECTION 1. SHORT TITLE. 3
30	30	This Act may be cited as the ‘‘Reorganizing Govern-4
31	31	ment Act of 2025’’. 5

35	35	SEC. 2. EXECUTIVE REORGANIZATION AMENDMENTS. 1
36	36	Chapter 9 of title 5, United States Code, is amend-2
37	37	ed— 3
38	38	(1) in section 901— 4
39	39	(A) in subsection (a)— 5
40	40	(i) in paragraph (3), by inserting ‘‘, 6
41	41	including the elimination of operations de-7
42	42	termined to be unnecessary for the execu-8
43	43	tion of constitutional duties’’ before the 9
44	44	semicolon; 10
45	45	(ii) in paragraph (5)— 11
46	46	(I) by striking ‘‘agencies’’ in each 12
47	47	place the term appears and inserting 13
48	48	‘‘executive departments’’; and 14
49	49	(II) by striking ‘‘and’’ at the end; 15
50	50	(iii) in paragraph (6), by striking the 16
51	51	period and inserting ‘‘; and’’; and 17
52	52	(iv) by adding at the end the fol-18
53	53	lowing: 19
54	54	‘‘(7) to reduce the number of federal employees; 20
55	55	‘‘(8) to amend rules, regulations, and other re-21
56	56	quirements for the purpose of decreasing the cost 22
57	57	and difficulty of compliance thereof, and to eliminate 23
58	58	unnecessary and burdensome rules, regulations, and 24
59	59	other requirements; and 25

64	64	not serve the public interest.’’; and 2

69	69	‘‘(1) ‘executive department’— 7

75	75	‘‘(ii) an office or officer of the execu-13

77	77	‘‘(B) does not include the Government Ac-15
78	78	countability Office or the Comptroller General 16
