| 35 | 35 | | (1) the term ‘‘processing and distribution cen-5 |

| 36 | 36 | | ter’’ means a central mail facility that— 6 |
|---|
| 37 | 37 | | (A) distributes and dispatches part or all 7 |
|---|
| 38 | 38 | | of both incoming mail and outgoing mail for a 8 |
|---|
| 39 | 39 | | designated service area; 9 |
|---|
| 40 | 40 | | (B) provides instructions on the prepara-10 |
|---|
| 41 | 41 | | tion of collection mail, dispatch schedules, and 11 |
|---|
| 42 | 42 | | sorting plan requirements to mailers; and 12 |
|---|
| 43 | 43 | | (C) is a sectional center facility, a general 13 |
|---|
| 44 | 44 | | mail facility, or a dedicated mail processing fa-14 |
