1730 (a) I
18-NGENERAL.—The Secretary of Energy and the 7
19-Secretary of Agriculture (in this section referred to as the 8
20-‘‘Secretaries’’) shall carry out cross-cutting and collabo-9
21-rative research and development activities focused on the 10
22-joint advancement of Department of Energy and Depart-11
23-ment of Agriculture mission requirements and priorities. 12
31+NGENERAL.—The Secretary of Energy and the 4
32+Secretary of Agriculture (in this section referred to as the 5
33+‘‘Secretaries’’) shall carry out cross-cutting and collabo-6
34+rative research and development activities focused on the 7
35+joint advancement of Department of Energy and Depart-8
36+ment of Agriculture mission requirements and priorities. 9

25-EMORANDUM OF UNDERSTANDING.—The Sec-13
26-retaries shall carry out and coordinate the activities under 14
27-subsection (a) through the establishment of a memo-15
28-randum of understanding, or other appropriate inter-16
29-agency agreement. Such memorandum or agreement shall 17
30-require the use of a competitive, merit-reviewed process, 18
31-which considers applications from Federal agencies, Na-19
32-tional Laboratories, institutions of higher education, non-20
33-profit institutions, and other appropriate entities. 21

41-(A) Modeling and simulation, machine 1
42-learning, artificial intelligence, data assimila-2
43-tion, large scale data analytics, and predictive 3
44-analysis in order to optimize algorithms for 4
45-purposes related to agriculture and energy, 5
46-such as life cycle analysis of agricultural or en-6
47-ergy systems. 7
48-(B) Fundamental agricultural, biological, 8
49-computational, and environmental science and 9
50-engineering, including advanced crop science, 10
51-crop protection, breeding, and biological pest 11
52-control, in collaboration with the program au-12
53-thorized under section 306 of the Department 13
54-of Energy Research and Innovation Act (42 14
55-U.S.C. 18644). 15
56-(C) Integrated natural resources and the 16
57-energy-water nexus, including in collaboration 17
58-with the program authorized under section 18
59-1010 of the Energy Act of 2020 (enacted as di-19
60-vision Z of the Consolidated Appropriations 20
61-Act, 2021 (42 U.S.C. 16183)). 21
62-(D) Advanced biomass, biobased products, 22
63-and biofuels, including in collaboration with the 23
64-activities authorized under section 9008(b) of 24 4

66-the Farm Security and Rural Investment Act of 1
67-2002 (7 U.S.C. 8108(b)). 2
68-(E) Diverse feedstocks for economically 3
69-and environmentally sustainable fuels, including 4
70-aviation and naval fuels. 5
71-(F) Colocation of agricultural resources 6
72-and activities and ecosystem services with di-7
73-verse energy technologies and resources. 8
74-(G) Colocation of agricultural resources 9
75-and activities with carbon storage and utiliza-10
76-tion technologies. 11
77-(H) Invasive species management to fur-12
78-ther the work done by the Federal Interagency 13
79-Committee for the Management of Noxious and 14
80-Exotic Weeds. 15
81-(I) Long-term and high-risk technological 16
82-barriers in the development of transformative 17
83-science and technology solutions in the agri-18
84-culture and energy sectors, including in collabo-19
85-ration with the program authorized under sec-20
86-tion 5012 of the America COMPETES Act (42 21
87-U.S.C. 16538). 22
88-(J) Grid modernization and grid security. 23
89-(K) Rural technology development, includ-24
90-ing manufacturing, precision agriculture tech-25 5

92-nologies, and mechanization and automation 1
93-technologies. 2
94-(L) Wildfire risks and prevention, includ-3
95-ing the power sector’s role in fire prevention 4
96-and mitigation and wildfire impacts on energy 5
97-infrastructure. 6
98-(2) Develop methods to accommodate large vol-7
99-untary standardized and integrated data sets on ag-8
100-ricultural, environmental, supply chain, and eco-9
101-nomic information with variable accuracy and scale. 10
102-(3) Promote collaboration, open community- 11
103-based development, and data and information shar-12
104-ing between Federal agencies, National Labora-13
105-tories, institutions of higher education, nonprofit in-14
106-stitutions, industry partners, and other appropriate 15
107-entities by providing reliable access to secure data 16
108-and information that are in compliance with Federal 17
109-rules and regulations. 18
110-(4) Support research infrastructure and work-19
111-force development as the Secretaries determine nec-20
112-essary. 21
113-(5) Conduct collaborative research, develop-22
114-ment, and demonstration of methods and tech-23
115-nologies to accomplish the following: 24 6

118-operations and processing of agricultural prod-2

121-ciated with such operations and such proc-5

124-GREEMENTS.—In carrying out the activities 7
125-under subsection (a), the Secretaries are authorized to— 8
126-(1) carry out reimbursable agreements between 9
127-the Department of Energy, the Department of Agri-10
128-culture, and other entities in order to maximize the 11
129-effectiveness of research and development; and 12
130-(2) collaborate with other Federal agencies as 13
131-appropriate. 14
145+GREEMENTS.—In carrying out the activities 4
146+under subsection (a), the Secretaries are authorized to— 5
147+(1) carry out reimbursable agreements between 6
148+the Department of Energy, the Department of Agri-7
149+culture, and other entities in order to maximize the 8
150+effectiveness of research and development; and 9
151+(2) collaborate with other Federal agencies as 10
152+appropriate. 11

134-of the enactment of this Act, the Secretaries shall submit 16
