A BILL
To direct the Secretary of Homeland Security to conduct
a threat assessment of terrorist threats to the United
States posed by individuals in Syria with an affiliation
with a Foreign Terrorist Organization or a Specially
Designated Global Terrorist Organization, and for other
purposes.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Syria Terrorism 4
Threat Assessment Act’’. 5

SEC. 2. THREAT ASSESSMENT OF TERRORIST THREATS 1
POSED BY INDIVIDUALS IN SYRIA WITH AN 2
AFFILIATION WITH A FOREIGN TERRORIST 3
ORGANIZATION OR A SPECIALLY DES-4
IGNATED GLOBAL TERRORIST ORGANIZA-5
TION. 6
(a) T
ERRORISMTHREATASSESSMENT.— 7
(1) I
N GENERAL.—The Secretary of Homeland 8
Security, in coordination with the heads of other rel-9
evant Federal departments or agencies, shall con-10
duct a threat assessment of terrorist threats to the 11
United States posed by individuals in Syria with an 12
affiliation with a foreign terrorist organization or a 13
specially designated global terrorist organization. 14
(2) E
LEMENTS.—The threat assessment re-15
quired under paragraph (1) shall include the fol-16
lowing: 17
(A) An identification of the country of ori-18
gin for each such individual included in such 19
threat assessment. 20
(B) A description of the foreign terrorist 21
organization or specially designated global ter-22
rorist organization with which each such indi-23
vidual is affiliated. 24
(C) A description of the following: 25

(i) The capability of the Department 1
of Homeland Security to identify, track, 2
and monitor such individuals. 3
(ii) Any associated challenges with 4
such capability. 5
(D) A description of any action of the De-6
partment with respect to the following: 7
(i) Mitigating the terrorist threats to 8
the United States posed by such individ-9
uals. 10
(ii) Preventing such individuals from 11
entering the United States. 12
(b) C
ONGRESSIONALNOTIFICATION.—Not later than 13
60 days after the date of the enactment of this Act, the 14
Secretary shall— 15
(1) submit to the appropriate congressional 16
committees the threat assessment required under 17
subsection (a); and 18
(2) provide a briefing to the appropriate con-19
gressional committees on such assessment. 20
(c) D
EFINITIONS.—In this Act: 21
(1) A
PPROPRIATE CONGRESSIONAL COMMIT -22
TEES.—The term ‘‘appropriate congressional com-23
mittees’’ means— 24

(A) the Committee on Homeland Security 1
of the House of Representatives; and 2
(B) the Committee on Homeland Security 3
and Governmental Affairs of the Senate. 4
(2) F
OREIGN TERRORIST ORGANIZATION .—The 5
term ‘‘foreign terrorist organization’’ means an or-6
ganization designated as a foreign terrorist organiza-7
tion under section 219 of the Immigration and Na-8
tionality Act (8 U.S.C. 1189). 9
(3) S
PECIALLY DESIGNATED GLOBAL TER -10
RORIST ORGANIZATION .—The term ‘‘specially des-11
ignated global terrorist organization’’ means an or-12
ganization that has been designated as a specially 13
designated global terrorist organization by the Sec-14
retary of State or the Secretary of the Treasury, as 15
the case may be, pursuant to Executive Order 13224 16
(50 U.S.C. 1701 note; relating to blocking property 17
and prohibiting transactions with persons who com-18
mit, threaten to commit, or support terrorism). 19
