To amend the Water Resources Development Act of 2007
with respect to certain regulatory actions related to hy-
draulic fracturing within the Susquehanna, Delaware,
and Potomac River basins, and for other purposes.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Denying Regulatory 4
Interference with Landowners and Legislatures Now Act’’ 5
or the ‘‘DRILL Now Act’’. 6

Section 5019 of the Water Resources Development 4
Act of 2007 (Public Law 110–114) is amended by adding 5
at the end the following: 6
‘‘(f) R
EGULATION OF HYDRAULICFRACTURING.— 7
Notwithstanding any provision of the Susquehanna River 8
Basin Compact to which consent was given by Public Law 9
91–575 (84 Stat. 1512), the Delaware River Basin Com-10
pact to which consent was given by Public Law 87–328 11
(75 Stat. 691), or the Potomac River Basin Compact to 12
which consent was given by Public Law 91–407 (84 Stat. 13
856), the Susquehanna River Basin Commission, the 14
Delaware River Basin Commission, and the Interstate 15
Commission on the Potomac River Basin, as applicable, 16
may not finalize, implement, or enforce any regulation re-17
lating to hydraulic fracturing that is issued pursuant to 18
any authority other than that of the State in which the 19
regulation is to be implemented or enforced.’’. 20
