15	15	To require the Assistant Secretary of Commerce for Commu-
16	16	nications and Information to submit to Congress a plan
17	17	for the Assistant Secretary to track the acceptance, proc-
18	18	essing, and disposal of certain Form 299s, and for other
19	19	purposes.
20	20	Be it enacted by the Senate and House of Representa-1
21	21	tives of the United States of America in Congress assembled, 2
22	22	SECTION 1. SHORT TITLE. 3
23	23	This Act may be cited as the ‘‘Federal Broadband 4
24	24	Deployment Tracking Act’’. 5

29	29	ACCEPTANCE, PROCESSING, AND DISPOSAL 2
30	30	OF CERTAIN FORM 299S. 3

32	32	LAN.—Not later than 180 days after the date 4
33	33	of the enactment of this Act, the Assistant Secretary shall 5
34	34	submit to the appropriate congressional committees a plan 6
35	35	containing a description of— 7
36	36	(1) the process by which the Assistant Sec-8
37	37	retary proposes to— 9
38	38	(A) track the acceptance, processing, and 10
39	39	disposal of each Form 299 for communications 11
40	40	use authorization; 12
41	41	(B) provide applicants additional trans-13
42	42	parency with respect to the status of the appli-14
43	43	cable Form 299 for communications use au-15
44	44	thorization; and 16
45	45	(C) most expeditiously implement the plan; 17
46	46	and 18
47	47	(2) any potential barriers to implementing the 19
48	48	plan that are identified by the Assistant Secretary. 20

50	50	EFINITIONS.—In this section: 21
51	51	(1) A
52	52	PPROPRIATE CONGRESSIONAL COMMIT -22
53	53	TEES.—The term ‘‘appropriate congressional com-23
54	54	mittees’’ means— 24
55	55	(A) the Committee on Energy and Com-25
56	56	merce of the House of Representatives; and 26

63	63	SSISTANT SECRETARY.—The term ‘‘Assist-3
64	64	ant Secretary’’ means the Assistant Secretary of 4
65	65	Commerce for Communications and Information. 5

67	67	OMMUNICATIONS FACILITY .—The term 6
68	68	‘‘communications facility’’ has the meaning given the 7
69	69	term communications facility installation in section 8
70	70	6409(d) of the Middle Class Tax Relief and Job 9
71	71	Creation Act of 2012 (47 U.S.C. 1455(d)). 10

73	73	OMMUNICATIONS USE .—The term ‘‘com-11
74	74	munications use’’ means the placement and oper-12
75	75	ation of a communications facility. 13

77	77	OMMUNICATIONS USE AUTHORIZATION .— 14
78	78	The term ‘‘communications use authorization’’ 15
79	79	means an easement, right-of-way, lease, license, or 16
80	80	other authorization— 17
81	81	(A) provided by the Secretary of the Inte-18
82	82	rior or the Secretary of Agriculture; 19
83	83	(B) to locate or modify a communications 20
84	84	facility on covered land; and 21
85	85	(C) for the primary purpose of authorizing 22
86	86	the occupancy and use of such covered land for 23
87	87	communications use. 24

91	91	(6) COVERED LAND.—The term ‘‘covered land’’ 1
92	92	means— 2
93	93	(A) public lands; and 3
94	94	(B) National Forest System land. 4

96	96	ORM 299.—The term ‘‘Form 299’’ means 5
97	97	the form established under section 6409(b)(2)(A) of 6
98	98	the Middle Class Tax Relief and Job Creation Act 7
99	99	of 2012 (47 U.S.C. 1455(b)(2)(A)), or any successor 8
100	100	form. 9

102	102	ATIONAL FOREST SYSTEM .—The term 10
103	103	‘‘National Forest System’’ has the meaning given 11
104	104	the term in section 11(a) of the Forest and Range-12
105	105	land Renewable Resources Planning Act of 1974 (16 13
106	106	U.S.C. 1609(a)). 14

108	108	UBLIC LANDS.—The term ‘‘public lands’’ 15
109	109	means land under the management of— 16
110	110	(A) the Bureau of Land Management; 17
111	111	(B) the National Park Service; 18
112	112	(C) the United States Fish and Wildlife 19
113	113	Service; or 20
114	114	(D) the Bureau of Reclamation. 21
