2929 Systems Act of 2025’’. 5

3636 TEMS.—Beginning on the date of enactment of this Act, 3
3737 Standard 108 shall be deemed to allow for the use of pul-4
3838 sating light system on vehicles covered by such Standard. 5

4040 ULEMAKING.—Not later than 180 days after the 6
4141 date of enactment of this Act, the Secretary of Transpor-7
4242 tation shall issue such regulations as are necessary to up-8
4343 date Standard 108 to— 9
4444 (1) include performance-based standards for 10
4545 pulsating light systems; and 11
4646 (2) allow for the use on motor vehicles of such 12
4747 systems. 13

4949 EFINITIONS.—In this section: 14
5050 (1) P
5151 ULSATING LIGHT SYSTEM .—The term 15
5252 ‘‘pulsating light system’’ means a system for a high- 16
5353 mounted stop lamp in which— 17
5454 (A) when the brake of the vehicle is ap-18
5555 plied, the lamp pulses rapidly no more than 4 19
5656 times and for no more than 1.2 seconds, after 20
5757 which such lamp converts to a continuous light 21
5858 as a normal stop lamp until the time such 22
5959 brake is released; and 23
6060 (B) the pulses described in subparagraph 24
6161 (A) may not repeat upon a subsequent applica-25
6262 tion of the brake of the vehicle for a lock-out 26
