To amend title 38, United States Code, to provide clarifica-
tion regarding the inclusion of medically necessary auto-
mobile adaptations in Department of Veterans Affairs
definition of ‘‘medical services’’.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Automotive Support 4
Services to Improve Safe Transportation Act of 2025’’ or 5
the ‘‘ASSIST Act of 2025’’. 6

FAIRS DEFINITION OF ‘‘MEDICAL SERVICES’’. 4
Section 1701(6)(I) of title 38, United States Code, 5
is amended to read as follows: 6
‘‘(I) The provision of any medically necessary 7
automobile adaptations, including— 8
‘‘(i) ramp and kneeling systems; 9
‘‘(ii) raised doors or lowered floors; 10
‘‘(iii) raised roofs; 11
‘‘(iv) air conditioning; 12
‘‘(v) mobility device lifts; 13
‘‘(vi) non-articulating trailers; 14
‘‘(vii) ingress or egress accessibility modi-15
fications; and 16
‘‘(viii) wheelchair tiedowns.’’. 17
