2323 This Act may be cited as the ‘‘Securing Strictly 4
2424 Needy Americans’ Pivotal (SNAP) Benefits Act of 2025’’. 5

3030 Section 501 of title IV of division HH of the Consoli-3
3131 dated Appropriations Act, 2023, is amended by adding at 4
3232 the end the following: 5
3333 ‘‘(f) E
3434 XCLUSIVELYOUT-OF-STATEPURCHASES.— 6
3535 The State agency shall suspend the accounts of households 7
3636 for which EBT card transactions are made exclusively out- 8
3737 of-State for a period longer than 60 days, until— 9
3838 ‘‘(1) the household affirmatively provides sub-10
3939 stantiating evidence that the members of the house-11
4040 hold who are program participants still reside in the 12
4141 state from which they receive benefits; or 13
4242 ‘‘(2) an investigation is conducted and conclu-14
4343 sively determines that the members of the household 15
4444 who are program participants still reside in the state 16
4545 from which they receive benefits.’’. 17
4646 SEC. 3. LIMITATION ON REDEMPTION OF SUPPLEMENTAL 18

6969 that is owned by a publicly owned corporation or by 11

7171 SEC. 4. EFFECTIVE DATE. 13
7272 This Act and the amendments made by this Act shall 14
7373 take effect 1 year after the date of the enactment of this 15
