1818 tives of the United States of America in Congress assembled, 2
1919 SECTION 1. SHORT TITLE. 3
2020 This Act may be cited as the ‘‘Currency Optimiza-4
2121 tion, Innovation, and National Savings Act of 2025’’. 5
2222 SEC. 2. SAVING TAXPAYERS MONEY BY SUSPENDING PRO-6
2323 DUCTION OF THE PENNY. 7
2424 (a) S
2525 ENSE OFCONGRESS.—It is the sense of the Con-8

3131 minted to meet demand; 2
3232 (2) taxpayers have been and would continue to 3
3333 lose money producing the one-cent coin; and 4
3434 (3) further production of the one-cent coin is 5
3535 not necessary for the next decade. 6

3737 EMPORARYSUSPENSION OF PRODUCTION OF 7
3838 THEONE-CENTCOIN.—Except as provided in subsection 8
3939 (c) and notwithstanding any other provision of law, the 9
4040 Secretary of the Treasury shall cease production of any 10
4141 new one-cent coins for the 10-year period beginning on 11
4242 the date of enactment of this Act. 12

4444 XCEPTION.— 13
4545 (1) I
4646 N GENERAL.—The Secretary of the Treas-14
4747 ury shall continue to produce one-cent coins as ap-15
4848 propriate solely to meet the needs of numismatic col-16
4949 lectors of that denomination. 17
5050 (2) S
5151 ALE.—The one-cent coins produced under 18
5252 paragraph (1) shall be sold in accordance with other 19
5353 general provisions governing numismatic coins. 20

5555 ET RECEIPTS.—The net receipts from the 21
5656 sale of one-cent coins produced under this exception 22
5757 shall equal the total cost of production, including 23
5858 variable costs and the appropriate share of fix costs 24

6565 OEFFECT ON LEGALTENDER.—Notwith-3
