A BILL
To prohibit the Environmental Protection Agency from using
assessments generated by the Integrated Risk Informa-
tion System for rulemakings and other regulatory ac-
tions, and for other purposes.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘No Industrial Restric-4
tions in Secret Act of 2025’’ or the ‘‘No IRIS Act of 5
2025’’. 6

SEC. 2. PROHIBITION ON USE OF ASSESSMENTS GEN-1
ERATED BY THE INTEGRATED RISK INFOR-2
MATION SYSTEM PROGRAM. 3
Notwithstanding any other provision of law, the Ad-4
ministrator of the Environmental Protection Agency may 5
not use any assessment generated by the Integrated Risk 6
Information System program of the Environmental Pro-7
tection Agency— 8
(1) to develop, finalize, or issue a rule or regu-9
lation; 10
(2) to carry out any other regulatory, enforce-11
ment, or permitting action; or 12
(3) to inform air toxics assessments or other 13
mapping or screening tools. 14
