A BILL
To amend the General Education Provisions Act to require
parental notification and consent with respect to certain
activities, and for other purposes.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Parental Oversight and 4
Educational Transparency Act’’. 5
SEC. 2. PROTECTION OF PUPIL RIGHTS. 6
Section 445(c)(2)(B) of the General Education Provi-7
sions Act (20 U.S.C. 1232h) is amended— 8

(1) by striking ‘‘The local educational agency’’ 1
and inserting the following: 2
‘‘(i) I
N GENERAL.—The local edu-3
cational agency’’; and 4
(2) by adding at the end the following: 5
‘‘(ii) W
RITTEN CONSENT RE -6
QUIRED.—In addition to the notification 7
required under clause (i), not later than 14 8
days before the specific date during the 9
school year on which an activity described 10
in subparagraph (C) will occur, the local 11
educational agency shall directly notify the 12
parent of a student of such date and re-13
ceive written consent from such parent in 14
order for such student to participate in 15
such activity.’’. 16
