2626 SECTION 1. SHORT TITLE. 3
2727 This Act may be cited as the ‘‘Enhanced Iran Sanc-4
2828 tions Act of 2025’’. 5

3232 SEC. 2. STATEMENT OF POLICY. 1
3333 It is the policy of the United States— 2
3434 (1) that, in accordance with the Iran Nuclear 2 3
3535 Weapons Capability and Terrorism Monitoring Act 4
3636 of 2022 (22 U.S.C. 8701 note; Public Law 117– 5
3737 4263), the United States must— 6
3838 (A) ensure that the Islamic Republic of 7
3939 Iran does not acquire a nuclear weapons capa-8
4040 bility; 9
4141 (B) protect against aggression from the Is-10
4242 lamic Republic of Iran manifested through its 11
4343 missiles and drone programs; and 12
4444 (C) counter regional and global terrorism 13
4545 of the Islamic Republic of Iran in a manner 14
4646 that minimizes the threat posed by state and 15
4747 non-state actors to the interests of the United 16
4848 States; 17
4949 (2) to fully enforce sanctions against all persons 18
5050 involved in the international logistical chain that 19
5151 provide support to the energy sector of the Islamic 20
5252 Republic of Iran; 21
5353 (3) through such sanctions, to deny the Islamic 22
5454 Republic of Iran the financial resources required— 23
5555 (A) to fund and facilitate international ter-24
5656 rorism; 25

105105 terms ‘‘property’’ and ‘‘interest in property’’ have 13

107107 erty interest’’, respectively, in section 576.312 of 15
108108 title 31, Code of Federal Regulations, as in effect on 16
109109 the day before the date of the enactment of this Act. 17

111111 NITED STATES PERSON .—The term 18
112112 ‘‘United States person’’ means— 19
113113 (A) an individual who is a United States 20
114114 citizen or an alien lawfully admitted for perma-21
115115 nent residence to the United States; 22
116116 (B) an entity organized under the laws of 23
117117 the United States or any jurisdiction within the 24

124124 SEC. 4. IMPOSITION OF SANCTIONS WITH RESPECT TO PER-4
125125 SONS ENGAGED IN LOGISTICAL TRANS-5
126126 ACTIONS OF OIL, GAS, LIQUEFIED NATURAL 6
127127 GAS, AND PETROCHEMICAL PRODUCTS FROM 7
128128 THE ISLAMIC REPUBLIC OF IRAN. 8
129129 (a) I
130130 NGENERAL.—On and after the date of the en-9
131131 actment of this Act, the President shall impose the sanc-10
132132 tions described in subsection (b) with respect to any for-11
133133 eign person, including any bank or foreign financial insti-12
134134 tution, insurance provider, flagging registry, pipeline con-13
135135 struction or operation facility for liquefied natural gas, 14
136136 that— 15
137137 (1) the President determines knowingly engaged 16
138138 in, on or after such date of enactment, any trans-17
139139 action involved in, relating or incident to the proc-18
140140 essing, export, or sale of oil, condensates, gas, lique-19
141141 fied natural gas, or other petrochemical products in 20
142142 whole or in part from the Islamic Republic of Iran; 21
143143 (2) is a subsidiary, successor, or alias of a for-22
144144 eign person described in paragraph (1); 23
145145 (3)(A) directly or indirectly owns or controls a 24
146146 50 percent or greater interest in or is owned or con-25

154154 transaction with, for, or on behalf of a foreign per-5
155155 son described in paragraph (1), (2), or (3) of section 6
156156 3(b) of the Stop Harboring Iranian Petroleum Act 7
157157 (22 U.S.C. 8572); 8
158158 (4) the President determines is a corporate offi-9
159159 cer of a foreign person described paragraph (1), (2), 10
160160 or (3); or 11
161161 (5) is an immediate family member of a foreign 12
162162 person described in paragraph (1), (2), or (3). 13

164164 ANCTIONSDESCRIBED.—The sanctions de-14
165165 scribed in this subsection are the following: 15
166166 (1) B
167167 LOCKING OF PROPERTY .—The President 16
168168 shall, pursuant to the International Emergency Eco-17
169169 nomic Powers Act (50 U.S.C. 1701 et seq.), block 18
170170 and prohibit all transactions in property and inter-19
171171 ests in property of a foreign person subject to sanc-20
172172 tions pursuant to subsection (a)(1) if such property 21
173173 and interests in property are in the United States, 22
174174 come within the United States, or are or come with-23
175175 in the possession or control of a United States per-24
176176 son. 25

188188 documentation to enter the United States; 8

190190 (iii) otherwise ineligible to be admitted 10
191191 or paroled into the United States or to re-11
192192 ceive any other benefit under the Immigra-12
193193 tion and Nationality Act (8 U.S.C. 1101 et 13

221221 clude the authority or a requirement to impose 9
222222 sanctions on the importation of goods. 10

225225 the term ‘‘good’’ means any article, natural or 12
226226 manmade substance, material, supply, or manu-13
227227 factured product, including inspection and test 14
228228 equipment, and excluding technical data. 15

230230 XCEPTION TO COMPLY WITH INTER -16
231231 NATIONAL OBLIGATIONS AND LAW ENFORCEMENT 17
232232 ACTIVITIES.—Sanctions under subsection (b)(2) 18
233233 shall not apply with respect to an alien if admitting 19
234234 or paroling the alien into the United States is nec-20
235235 essary— 21
236236 (A) to permit the United States to comply 22
237237 with the Agreement regarding the Head-23
238238 quarters of the United Nations, signed at Lake 24
239239 Success June 26, 1947, and entered into force 25

253253 section shall not apply to— 9
254254 (i) the conduct or facilitation of a 10
255255 transaction for the provision of agricultural 11
256256 commodities, food, medicine, medical de-12
257257 vices, or humanitarian assistance, or for 13
258258 humanitarian purposes; or 14
259259 (ii) transactions that are necessary for 15
260260 or related to the activities described in 16
261261 clause (i). 17

264264 (i) the term ‘‘agricultural commodity’’ 19
265265 has the meaning given that term in section 20
266266 102 of the Agricultural Trade Act of 1978 21

280280 XCEPTION FOR SAFETY OF VESSELS AND 7
281281 CREW.—Sanctions under this section shall not apply 8
282282 with respect to a person providing provisions to a 9
283283 vessel otherwise subject to sanctions under this sec-10
284284 tion if such provisions are intended for the safety 11
285285 and care of the crew aboard the vessel, the protec-12
286286 tion of human life aboard the vessel, or the mainte-13
287287 nance of the vessel to avoid any environmental or 14
288288 other significant damage. 15

292292 N GENERAL.—The President may, on a 17
293293 case-by-case basis for a period of not more than 180 18
294294 days, waive the application of sanctions imposed 19
295295 with respect to a foreign person under this section 20
296296 if the President— 21
297297 (A) certifies to the appropriate congres-22
298298 sional committees that the waiver is vital to the 23
299299 national interests of the United States; and 24

307307 ENEWAL OF WAIVER .—The President 4
308308 may, on a case-by-case basis, renew a waiver issued 5
309309 under paragraph (1) for additional periods of not 6
310310 more than 180 days if the President— 7
311311 (A) determines that the renewal of the 8
312312 waiver is vital to the national interests of the 9
313313 United States; and 10
314314 (B) not less than 15 days before the waiv-11
315315 er expires, submits to the appropriate congres-12
316316 sional committees a report on the renewal of 13
317317 the waiver that includes— 14
318318 (i) a justification for the renewal of 15
319319 the waiver; and 16
320320 (ii) a detailed plan to phase out the 17
321321 need for any such waiver issued with re-18
322322 spect to such foreign person. 19

324324 MPLEMENTATION; PENALTIES.— 20
325325 (1) I
326326 MPLEMENTATION.—The President may ex-21
327327 ercise all authorities provided under sections 203 22
328328 and 205 of the International Emergency Economic 23
329329 Powers Act (50 U.S.C. 1702 and 1704) to carry out 24
330330 subsection (b)(1). 25

335335 tempts to violate, conspires to violate, or causes a 2
336336 violation of subsection (b)(1) or any regulation, li-3
337337 cense, or order issued to carry out that subsection 4
338338 shall be subject to the penalties set forth in sub-5
339339 sections (b) and (c) of section 206 of the Inter-6
340340 national Emergency Economic Powers Act (50 7
341341 U.S.C. 1705) to the same extent as a person that 8
342342 commits an unlawful act described in subsection (a) 9
343343 of that section. 10

345345 ULES OFCONSTRUCTION.— 11
346346 (1) Subsection (a)(3)(A) shall be construed to 12
347347 be consistent with Frequently Asked Questions 398 13
348348 through 402, published by the Office of Foreign As-14
349349 sets Control on August 11, 2020, and August 13, 15
350350 2014, or any successors to such frequently asked 16
351351 questions. 17
352352 (2) For purposes of determinations under sub-18
353353 section (a) that a foreign person engaged in activi-19
354354 ties described in such subsection (a), a foreign per-20
355355 son shall not be determined to know that petroleum 21
356356 or petroleum products originated from Iran if such 22
357357 person relied on a certificate of origin or other docu-23
358358 mentation confirming that the origin of the petro-24
359359 leum or petroleum products was a country other 25

365365 (3) Nothing in this section may be construed to 3
366366 affect the availability of any existing authorities to 4
367367 issue waivers, exceptions, exemptions, licenses, or 5
368368 other authorization. 6
369369 SEC. 5. INTERAGENCY WORKING GROUP ON IRANIAN SANC-7
370370 TIONS. 8
371371 (a) E
372372 STABLISHMENT.—Not later than 180 days after 9
373373 the date of the enactment of this Act, the Secretary of 10
374374 State shall establish a working group to be known as the 11
375375 ‘‘Interagency Working Group on Iranian Sanctions’’ (re-12
376376 ferred to in this section as the ‘‘Working Group’’). 13
377377 (b) M
378378 EMBERSHIP.—The Working Group shall be 14
379379 composed one or more representatives from each of the 15
380380 following: 16
381381 (1) The Department of State. 17
382382 (2) The Department of the Treasury. 18
383383 (3) The Department of Justice. Such other 19
384384 Federal departments or agencies as the Secretary of 20
385385 State determines appropriate. 21

387387 HAIR.—The President shall designate a Chair 22
388388 of the Working Group. 23

390390 ULTILATERALCONTACTGROUP.— 24

396396 group with like-minded nations to coordinate inter-3
397397 national efforts to enforce sanctions imposed with 4
398398 respect to the Islamic Republic of Iran. 5

400400 UTIES.—The multilateral contact group 6
401401 shall— 7
402402 (A) share information on evolving sanc-8
403403 tions frameworks to identify areas of difference 9
404404 or enforcement gaps; 10
405405 (B) share information on newly-designated 11
406406 entities; 12
407407 (C) raise awareness of new sanctions eva-13
408408 sion practices; and 14
409409 (D) coordinate on new measures to curb 15
410410 Iranian malign activity, including uranium en-16
411411 richment activities, ballistic missile production, 17
412412 and support for terrorism. 18
413413 SEC. 6. PRIVATE SECTOR REPORTING ON PERSONS EN-19
414414 GAGED IN SANCTIONABLE ACTIVITIES OR 20
415415 SANCTIONS EVASION. 21
416416 Section 36(b) of the State Department Basic Au-22
417417 thorities Act of 1956 (22 U.S.C. 2708(b)) is amended— 23
418418 (1) in paragraph (13), by striking ‘‘; or’’ and 24
419419 inserting a semicolon; 25
