To amend the Infrastructure Investment and Jobs Act to 
require reporting regarding clean energy demonstration 
projects, and for other purposes. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Clean Energy Dem-4
onstration Transparency Act of 2025’’. 5
SEC. 2. PROJECT MANAGEMENT AND OVERSIGHT REPORT-6
ING REQUIREMENTS. 7
Subsection (h) of section 41201 of the Infrastructure 8
Investment and Jobs Act (42 U.S.C. 18861) is amended 9
by adding at the end following new paragraph: 10

‘‘(3) FURTHER REPORTS.— 1
‘‘(A) I
N GENERAL.—Not later than six 2
months after the date of the enactment of this 3
paragraph and at least semiannually thereafter, 4
the Secretary shall submit to the Committee on 5
Science, Space, and Technology and the Com-6
mittee on Appropriations of the House of Rep-7
resentatives and the Committee on Energy and 8
Natural Resources and the Committee on Ap-9
propriations of the Senate a report, and make 10
publicly available in digital online format, that 11
contains, for the period covered by each such 12
report, for each covered project or other dem-13
onstration project administered or supported by 14
the program, the following: 15
‘‘(i) A copy of any initial contracts or 16
financial assistance agreements executed 17
between the Department and an award re-18
cipient, including any related documenta-19
tion, as the Secretary determines appro-20
priate. 21
‘‘(ii) A list of any material, technical, 22
or financial milestones that have or have 23
not been met. 24

‘‘(iii) Any material modifications to 1
the scope, schedule, funding profile (in-2
cluding cost-share requirements), project 3
partners or participating entities, or budg-4
et of the project. 5
‘‘(B) S
TREAMLINING.—To the extent prac-6
ticable, the Secretary may synchronize the re-7
ports required under subparagraph (A) with 8
other required reports, such as those required 9
under— 10
‘‘(i) paragraph (1); and 11
‘‘(ii) section 9005(e) of the Energy 12
Act of 2020 (42 U.S.C. 7256c(e); enacted 13
as division Z of the Consolidated Appro-14
priations Act, 2021).’’. 15
