3838 N GENERAL.—Section 922 of title 18, 4
3939 United States Code, is amended by adding at the 5
4040 end the following: 6
4141 ‘‘(aa)(1) Within 48 hours after a person not licensed 7
4242 under this chapter who owns a firearm that has been 8
4343 shipped or transported in, or has been possessed in or af-9
4444 fecting, interstate or foreign commerce, discovers or rea-10
4545 sonably should have discovered the theft or loss of the fire-11
4646 arm, the person shall report the theft or loss to the Attor-12
4747 ney General. If the report to the Attorney General is not 13
4848 submitted through a web portal created by the Attorney 14
4949 General for such purpose, the person shall report the theft 15
5050 or loss to local law enforcement authorities. 16
5151 ‘‘(2) Within 72 hours after the Attorney General re-17
5252 ceives a report through the web portal pursuant to para-18
5353 graph (1), the Attorney General shall notify the chief law 19
5454 enforcement officer of the jurisdiction in which the theft 20
5555 or loss occurred of the name and address of the reporting 21

7676 tion 502(a) of title I of the Omnibus Crime 10
7777 Control and Safe Streets Act of 1968 (34 11
7878 U.S.C. 10153(a)) is amended by adding at the 12

8080 ‘‘(7) An assurance that, for each fiscal year 14
8181 covered by an application, the applicant will use not 15
8282 less than 5 percent of the total amount of the grant 16
8383 award for the fiscal year to study and implement ef-17
8484 fective management and collection of data relating to 18
8585 lost or stolen firearms reported to a law enforcement 19
8686 agency of the applicant under section 922(aa) of 20
8787 title 18, United States Code, unless the applicant 21
8888 has ensured, and the Attorney General has certified, 22
8989 that the applicant has in effect such laws and proce-23
9090 dures as are necessary to ensure that each such re-24

9797 ENALTIES.—Section 924 of title 18, 3

103103 ‘‘(1)(A) in the case of a first violation, subject 9
104104 the person to a civil money penalty of not more than 10
105105 $1,000; or 11
106106 ‘‘(B) in the case of a second or subsequent vio-12
107107 lation, subject the person to a civil money penalty of 13
108108 not more than $5,000; and 14
109109 ‘‘(2) in the case of any violation, notify the per-15
110110 son of the prohibitions set forth in section 16

131131 with the date of the most recent such assessment.’’. 6

151151 (A) the national instant criminal back-21
152152 ground check system takes account of section 22
153153 922(bb) of title 18, United States Code, in per-23
154154 forming the functions of the system; and 24
