| 39 | 39 | | (A) identify a location for a new head-8 |

| 40 | 40 | | quarters outside of the Washington metropoli-9 |
|---|
| 41 | 41 | | tan area; 10 |
|---|
| 42 | 42 | | (B) maximize any potential cost savings 11 |
|---|
| 43 | 43 | | associated with the relocation; 12 |
|---|
| 44 | 44 | | (C) provide that, upon implementation of 13 |
|---|
| 45 | 45 | | the plan, no more than 10 percent of the em-14 |
|---|
| 46 | 46 | | ployees of the agency are based in the Wash-15 |
|---|
| 47 | 47 | | ington metropolitan area; and 16 |
|---|
| 48 | 48 | | (D) consider any potential national secu-17 |
|---|
| 49 | 49 | | rity implications of the relocation. 18 |
