A BILL
To prohibit Federal agencies from restricting the use of
convertible virtual currency by a person to purchase
goods or services for the person’s own use, and for
other purposes.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Keep Your Coins Act 4
of 2025’’. 5

SEC. 2. PROHIBITION ON RESTRICTING USE OF CONVERT-1
IBLE VIRTUAL CURRENCY BY A PERSON TO 2
RETAIN FULL CONTROL OVER CONVERTIBLE 3
VIRTUAL CURRENCY. 4
(a) I
NGENERAL.—The head of a Federal agency 5
may not prohibit, restrict, or otherwise impair the ability 6
of a covered user to— 7
(1) use convertible virtual currency or its equiv-8
alent for such user’s own purposes, such as to pur-9
chase real or virtual goods and services for the 10
user’s own use; or 11
(2) self-custody digital assets using a self- 12
hosted wallet or other means to conduct transactions 13
for any lawful purpose. 14
(b) D
EFINITIONS.—In this section: 15
(1) C
ONVERTIBLE VIRTUAL CURRENCIES .—The 16
term ‘‘convertible virtual currency’’ means a medium 17
of exchange that— 18
(A) has an equivalent value as currency (as 19
defined in section 1010.100 of title 31, Code of 20
Federal Regulations (or successor regulations)); 21
or 22
(B) acts as a substitute for currency but 23
may not possess all the attributes (including 24
legal tender status) specified under such section 25
1010.100 (or successor regulations). 26

(2) COVERED USER.—The term ‘‘covered user’’ 1
means a person that obtains convertible virtual cur-2
rency to purchase goods or services on that person’s 3
own behalf, without regard to the method in which 4
such covered user obtained such convertible virtual 5
currency. 6
(3) S
ELF-HOSTED WALLET .—The term ‘‘self- 7
hosted wallet’’ means a digital interface— 8
(A) used to secure and transfer convertible 9
virtual currency; and 10
(B) under which the owner of convertible 11
virtual currency retains independent control 12
over such convertible virtual currency that is se-13
cured by such digital interface. 14
