18	18	Nations, and for other purposes.
19	19	Be it enacted by the Senate and House of Representa-1
20	20	tives of the United States of America in Congress assembled, 2
21	21	SECTION 1. SHORT TITLE. 3
22	22	This Act may be cited as the ‘‘Disengaging Entirely 4
23	23	From the United Nations Debacle Act of 2025’’ or the 5
24	24	‘‘DEFUND Act of 2025’’. 6

31	31	EPEAL.—The United Nations Participation Act 3
32	32	of 1945 (Public Law 79–264; 22 U.S.C. 287 et seq.) is 4
33	33	repealed. 5

36	36	TIONS.—The President shall terminate all membership by 7
37	37	the United States in the United Nations, and in any 8
38	38	organ, specialized agency, commission, or other formally 9
39	39	affiliated body of the United Nations. 10

43	43	NITEDNATIONS.—The United States Mission to the 12
44	44	United Nations is closed. Any remaining functions of such 13
45	45	office shall not be carried out. 14
46	46	SEC. 3. REPEAL OF UNITED NATIONS HEADQUARTERS 15
47	47	AGREEMENT ACT. 16

49	49	EPEAL.—The Joint Resolution of August 4, 17
50	50	1947 (61 Stat. 756, chapter 482; 22 U.S.C. 287 note) 18
51	51	(commonly known as the ‘‘United Nations Headquarters 19
52	52	Agreement Act’’) is repealed. 20

54	54	ITHDRAWAL.—The United States withdraws 21
55	55	from the agreement between the United States of America 22
56	56	and the United Nations regarding the headquarters of the 23
57	57	United Nations (signed at Lake Success, New York, on 24
58	58	June 26, 1947, which was brought into effect by the 25
59	59	United Nations Headquarters Agreement Act). 26

63	63	SEC. 4. UNITED STATES ASSESSED AND VOLUNTARY CON-1
64	64	TRIBUTIONS TO THE UNITED NATIONS. 2
65	65	No funds are authorized to be appropriated or other-3
66	66	wise made available for assessed or voluntary contribu-4
67	67	tions of the United States to the United Nations or to 5
68	68	any organ, specialized agency, commission or other for-6
69	69	mally affiliated body of the United Nations, except that 7
70	70	funds may be appropriated to facilitate termination of 8
71	71	United States membership and withdrawal of United 9
72	72	States personnel and equipment, in accordance with sec-10
73	73	tions 2 and 3, respectively. Upon termination of United 11
74	74	States membership, no payments shall be made to the 12
75	75	United Nations or to any organ, specialized agency, com-13
76	76	mission or other formally affiliated body of the United Na-14
77	77	tions, out of any funds appropriated prior to such termi-15
78	78	nation or out of any other funds available for such pur-16
79	79	poses. 17
80	80	SEC. 5. UNITED NATIONS PEACEKEEPING OPERATIONS. 18
81	81	The United States may not participate in any peace-19
82	82	keeping operation of the United Nations. 20
83	83	SEC. 6. WITHDRAWAL OF UNITED NATIONS PRESENCE IN 21
84	84	FACILITIES OF THE GOVERNMENT OF THE 22
85	85	UNITED STATES AND REPEAL OF DIPLO-23
86	86	MATIC IMMUNITY. 24

94	94	affiliated body of the United Nations) may not occupy or 2
95	95	use any property or facility of the United States Govern-3
96	96	ment. 4
97	97	(b) D
98	98	IPLOMATICIMMUNITY.—No officer or employee 5
99	99	of the United Nations (including any organ, specialized 6
100	100	agency, commission or other formally affiliated body of the 7
101	101	United Nations) or any representative, officer, or em-8
102	102	ployee of any mission to the United Nations of any foreign 9
103	103	government shall be entitled to enjoy the privileges and 10
104	104	immunities of the Vienna Convention on Diplomatic Rela-11
105	105	tions done at Vienna April 18, 1961, nor may any such 12
106	106	privileges and immunities be extended to any such indi-13
107	107	vidual. The privileges, exemptions, and immunities pro-14
108	108	vided for in the International Organizations Immunities 15
109	109	Act (22 U.S.C. 288 et seq.), or in any agreement or treaty 16
110	110	to which the United States is a party, including the Agree-17
111	111	ment Between the United Nations and the United States 18
112	112	of America Regarding the Headquarters of the United Na-19
113	113	tions, signed at Lake Success June 26, 1947, and entered 20
114	114	into force November 21, 1947, and the Convention on the 21
115	115	Privileges and Immunities of the United Nations, done at 22
116	116	New York February 13, 1946, and entered into force with 23
117	117	respect to the United States on April 29, 1970, shall not 24
118	118	apply to the United Nations or to any organ, specialized 25

123	123	United Nations, to the officers and employees of the 2
124	124	United Nations, or of any organ, specialized agency, com-3
125	125	mission or other formally affiliated body of the United Na-4
126	126	tions, or to the families, suites, or servants of such officers 5
127	127	or employees. 6
128	128	SEC. 7. REPEAL OF UNITED STATES PARTICIPATION IN THE 7
129	129	WORLD HEALTH ORGANIZATION. 8
130	130	The joint resolution entitled ‘‘Joint Resolution pro-9
131	131	viding for membership and participation by the United 10
132	132	States in the World Health Organization and authorizing 11
133	133	an appropriation therefor’’, approved June 14, 1948 (22 12
134	134	U.S.C. 290), is repealed. 13
135	135	SEC. 8. REPEAL OF INVOLVEMENT IN UNITED NATIONS 14
136	136	CONVENTIONS AND AGREEMENTS. 15
137	137	The United States shall end any participation in any 16
138	138	conventions and agreements with the United Nations and 17
139	139	any organ, specialized agency, commission, or other for-18
140	140	mally affiliated body of the United Nations. Any remain-19
141	141	ing functions of such conventions and agreements shall 20
142	142	not be carried out. 21
143	143	SEC. 9. PROHIBITION ON UNITED STATES REENTRY INTO 22
144	144	UNITED NATIONS. 23
145	145	(a) I
146	146	NGENERAL.—The President may not enter into 24
147	147	an agreement for membership in the United Nations or 25

152	152	mally affiliated body of the United Nations without the 2
153	153	advice and consent of the Senate. 3
154	154	(b) W
155	155	ITHDRAWALPROVISIONREQUIREMENT.—The 4
156	156	advice and consent of the Senate to the ratification of any 5
157	157	agreement seeking membership in the United Nations or 6
158	158	any organ, specialized agency, commission, or other for-7
159	159	mally affiliated body of the United Nations shall be sub-8
160	160	ject to a reservation, which shall be included in the instru-9
161	161	ment of ratification, that reserves the right of the United 10
162	162	States to withdraw from such agreement. 11
163	163	SEC. 10. NOTIFICATION. 12
164	164	The Secretary of State shall notify the United Na-13
165	165	tions and any organ, specialized agency, commission, or 14
166	166	other formally affiliated body of the United Nations of the 15
167	167	provisions of this Act. 16
