To amend the FAST Act to include certain mineral produc-
tion activities as a covered project, and for other pur-
poses.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Protecting Domestic 4
Mining Act of 2025’’. 5
SEC. 2. DEFINITION OF COVERED PROJECT. 6
Section 41001(6)(A) of the FAST Act (42 U.S.C. 7
4370m(6)(A)) is amended by inserting ‘‘mining,’’ before 8
‘‘or any other sector’’. 9

RELATED TO SCOPE OF MINING UNDER FAST 3

The Federal Permitting Improvement Steering Coun-5
cil may not finalize, implement, administer, or enforce the 6
proposed rule titled ‘‘Revising Scope of the Mining Sector 7
of Projects That Are Eligible for Coverage Under Title 8
41 of the Fixing America’s Surface Transportation Act’’ 9
(88 Fed. Reg. 65350; September 22, 2023). 10
