18	18	To amend the Homeland Security Act of 2002 to authorize
19	19	a program to assess the threat, vulnerability, and con-
20	20	sequences of terrorism or other security threats, as ap-
21	21	propriate, to certain events, and for other purposes.
22	22	Be it enacted by the Senate and House of Representa-1
23	23	tives of the United States of America in Congress assembled, 2
24	24	SECTION 1. SHORT TITLE. 3
25	25	This Act may be cited as the ‘‘DHS Special Events 4
26	26	Program and Support Act’’. 5

31	31	(a) I
32	32	NGENERAL.—Subtitle H of title VIII of the 2
33	33	Homeland Security Act of 2002 (6 U.S.C. 451 et seq.) 3
34	34	is amended by adding at the end the following new section: 4
35	35	‘‘SEC. 890E. SPECIAL EVENTS PROGRAM. 5
36	36	‘‘(a) I
37	37	NGENERAL.—There is authorized within the 6
38	38	Department a program to assess the threat, vulnerability, 7
39	39	and consequences of terrorism or other security threats, 8
40	40	as appropriate, at certain special events in accordance 9
41	41	with subsection (b). 10
42	42	‘‘(b) R
43	43	EQUIREMENTS.—The program authorized 11
44	44	under subsection (a) shall— 12
45	45	‘‘(1) apply to special events that are pre- 13
46	46	planned and not designated as National Special Se-14
47	47	curity Events by the Secretary; 15
48	48	‘‘(2) include a standard process for Federal, 16
49	49	State, local, Tribal, and territorial officials to volun-17
50	50	tarily submit to the Secretary requests for a special 18
51	51	event rating that could result in direct support for 19
52	52	security and situational awareness for such special 20
53	53	event; 21
54	54	‘‘(3) maintain a risk-based methodology to as-22
55	55	sess ratings requests, including requests submitted 23
56	56	pursuant to paragraph (2), that considers the antici-24
57	57	pated attendance by United States officials or for-25
58	58	eign dignitaries, the size and venue of the special 26

62	62	event, credible threats of terrorism or other security 1
63	63	threats, and other homeland security information, as 2
64	64	appropriate; and 3
65	65	‘‘(4) include a process for expedited consider-4
66	66	ation and, where appropriate, a process for the reas-5
67	67	sessment, of a special event rating. 6
68	68	‘‘(c) S
69	69	UPPORT TOSPECIALEVENTS.—For purposes 7
70	70	of protecting a special event described in subsection (b), 8
71	71	the Secretary may provide security and situational aware-9
72	72	ness support to a Federal, State, local, Tribal, or terri-10
73	73	torial official at the request of an appropriate Federal, 11
74	74	State, local, Tribal, or territorial official. 12
75	75	‘‘(d) A
76	76	NNUALREPORTS.—Not later than one year 13
77	77	after the date of the enactment of this section and annu-14
78	78	ally thereafter, the Secretary shall submit to the Com-15
79	79	mittee on Homeland Security of the House of Representa-16
80	80	tives and the Committee on Homeland Security and Gov-17
81	81	ernmental Affairs of the Senate a report on the program 18
82	82	authorized under subsection (a). Each such report shall 19
83	83	include information relating to the following: 20
84	84	‘‘(1) The total number of special events sub-21
85	85	mitted to such program in the prior year, including 22
86	86	the number of special events at each rating level. 23
87	87	‘‘(2) The total number of events in the prior 24
88	88	year for which the Secretary designated a Federal 25

92	92	coordinator or coordinated security and situational 1
93	93	awareness support, including a summary of Federal 2
94	94	support provided. 3
95	95	‘‘(3) The total number of requests for special 4
96	96	event rating reassessment under subsection (b)(4), 5
97	97	including the following: 6
98	98	‘‘(A) The identification of the requesting 7
99	99	entity. 8
100	100	‘‘(B) The special event name, date, and lo-9
101	101	cation. 10
102	102	‘‘(C) The initial and final rating deter-11
103	103	mination. 12
104	104	‘‘(D) The justification for such final rating 13
105	105	determination. 14
106	106	‘‘(e) P
107	107	ERIODICASSESSMENTS.—Not later than one 15
108	108	year after the date of the enactment of this section and 16
109	109	every five years thereafter, the Secretary shall submit to 17
110	110	the Committee on Homeland Security of the House of 18
111	111	Representatives and the Committee on Homeland Security 19
112	112	and Governmental Affairs of the Senate an assessment of 20
113	113	the program authorized under subsection (a). 21
114	114	‘‘(f) D
115	115	EFINITION.—In this section, the term ‘home-22
116	116	land security information’ has the meaning given such 23
117	117	term in section 892.’’. 24

121	121	(b) MASSGATHERINGRESEARCH.—Not later than 1
122	122	one year after the date of the enactment of this Act, the 2
123	123	Secretary of Homeland Security, in coordination with the 3
124	124	Undersecretary for Science and Technology of the Depart-4
125	125	ment of Homeland Security and the official responsible for 5
126	126	carrying out section 890E of the Homeland Security Act 6
127	127	of 2002, as added by subsection (a), shall, to the extent 7
128	128	practicable, carry out research and development, including 8
129	129	operational testing, of technologies and techniques for en-9
130	130	hancing the Department’s security and situational aware-10
131	131	ness support to Federal, State, local, Tribal, and terri-11
132	132	torial officials relating to mass gatherings consistent with 12
133	133	applicable constitutional, privacy, civil rights, and civil lib-13
134	134	erties protections. 14

136	136	LERICALAMENDMENT.—The table of contents 15
137	137	in section 1(b) of the Homeland Security Act of 2002 is 16
138	138	amended by inserting after the item relating to section 17
139	139	890D the following new item: 18
140	140	‘‘Sec. 890E. Special events program.’’.
