35 | 35 | | ‘‘SEC. 890E. SPECIAL EVENTS PROGRAM. 5 |

37 | 37 | | NGENERAL.—There is authorized within the 6 |
---|
38 | 38 | | Department a program to assess the threat, vulnerability, 7 |
---|
39 | 39 | | and consequences of terrorism or other security threats, 8 |
---|
40 | 40 | | as appropriate, at certain special events in accordance 9 |
---|
41 | 41 | | with subsection (b). 10 |

42 | 42 | | ‘‘(b) R |
---|
43 | 43 | | EQUIREMENTS.—The program authorized 11 |
---|
44 | 44 | | under subsection (a) shall— 12 |
---|
45 | 45 | | ‘‘(1) apply to special events that are pre- 13 |
---|
46 | 46 | | planned and not designated as National Special Se-14 |
---|
47 | 47 | | curity Events by the Secretary; 15 |
---|
48 | 48 | | ‘‘(2) include a standard process for Federal, 16 |
---|
49 | 49 | | State, local, Tribal, and territorial officials to volun-17 |
---|
50 | 50 | | tarily submit to the Secretary requests for a special 18 |
---|
51 | 51 | | event rating that could result in direct support for 19 |
---|
52 | 52 | | security and situational awareness for such special 20 |
---|
53 | 53 | | event; 21 |
---|
54 | 54 | | ‘‘(3) maintain a risk-based methodology to as-22 |
---|
55 | 55 | | sess ratings requests, including requests submitted 23 |
---|
56 | 56 | | pursuant to paragraph (2), that considers the antici-24 |
---|
57 | 57 | | pated attendance by United States officials or for-25 |
---|
58 | 58 | | eign dignitaries, the size and venue of the special 26 |

71 | 71 | | the Secretary may provide security and situational aware-9 |

72 | 72 | | ness support to a Federal, State, local, Tribal, or terri-10 |
---|
73 | 73 | | torial official at the request of an appropriate Federal, 11 |
---|
74 | 74 | | State, local, Tribal, or territorial official. 12 |
---|

76 | 76 | | NNUALREPORTS.—Not later than one year 13 |
---|
77 | 77 | | after the date of the enactment of this section and annu-14 |
---|
78 | 78 | | ally thereafter, the Secretary shall submit to the Com-15 |
---|
79 | 79 | | mittee on Homeland Security of the House of Representa-16 |
---|
80 | 80 | | tives and the Committee on Homeland Security and Gov-17 |
---|
81 | 81 | | ernmental Affairs of the Senate a report on the program 18 |
---|
82 | 82 | | authorized under subsection (a). Each such report shall 19 |
---|
83 | 83 | | include information relating to the following: 20 |
---|
84 | 84 | | ‘‘(1) The total number of special events sub-21 |
---|
85 | 85 | | mitted to such program in the prior year, including 22 |
---|
86 | 86 | | the number of special events at each rating level. 23 |

87 | 87 | | ‘‘(2) The total number of events in the prior 24 |

88 | 88 | | year for which the Secretary designated a Federal 25 |
