A BILL
To direct executive branch agencies to conduct a review
of redundant positions, to limit civil service hiring, to
require agency plans for reductions in force or reorga-
nization, and for other purposes.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Reducing Expensive 4
Departments & Unnecessary Civil Employees Act’’ or the 5
‘‘REDUCE Act’’. 6

SEC. 2. REVIEW OF REDUNDANT AGENCY ACTIVITIES AND 1
POSITIONS; LIMITATION ON HIRING; AGENCY 2
PLANS FOR RIF OR REORGANIZATION. 3
(a) I
NGENERAL.—Not later than 30 days after the 4
date of the enactment of this Act, the head of each agency 5
of the executive branch of the Federal Government shall 6
review each position within such agency and submit a re-7
port to Congress on which such positions are redundant 8
and unnecessary. 9
(b) H
IRINGLIMITATION.— 10
(1) I
N GENERAL.—Notwithstanding any other 11
provision of law, the head of each such agency may 12
appoint no more than 1 employee for every 4 em-13
ployees of the agency retiring, transferring, or other-14
wise separating from the agency after the date of 15
the enactment of this Act. 16
(2) A
PPLICATION.—The limitation in paragraph 17
(1) shall apply until the date that the total number 18
of employees at an executive branch agency is equal 19
to or less than 80 percent of the total number of 20
such employees at such agency on the date of the 21
enactment of this Act. 22
(c) RIF
ORREORGANIZATIONPLAN.—The head of 23
each such agency shall determine which agency compo-24
nents should be eliminated or combined with another com-25
ponent, and establish a plan to so eliminate or combine 26

(as the case may be) such components under a reduction 1
in force or through a reorganization. 2
(d) E
XCEPTION.—This section shall not apply to any 3
position or agency component that is critical to national 4
security, public safety, law enforcement, or immigration 5
enforcement, as determined by the head of each executive 6
branch agency. 7
