2929 (1) CONGRESSIONAL REDISTRICTING .—Each 1
3030 State shall conduct Congressional redistricting (be-2
3131 ginning with the redistricting carried out pursuant 3
3232 to the decennial census conducted during 2020) in 4
3333 accordance with a redistricting plan developed by a 5
3434 nonpartisan independent redistricting commission. 6

3636 EDISTRICTING FOR STATE LEGISLATIVE 7
3737 DISTRICTS.—Notwithstanding any other provision of 8
3838 law, a State may not use any funds provided by the 9
3939 Federal Government directly for election administra-10
4040 tion purposes unless the State certifies to the Elec-11
4141 tion Assistance Commission that the State conducts 12
4242 redistricting for State legislative districts in the 13
4343 State (beginning with the first such redistricting 14
4444 carried out after the date of the enactment of this 15
4545 Act) in accordance with a redistricting plan devel-16
4646 oped by a nonpartisan independent redistricting 17
4747 commission. 18

4949 ONPARTISAN INDEPENDENT STATUS.—For 19
5050 purposes of this section, a commission shall be considered 20
5151 to be a nonpartisan independent commission if— 21
5252 (1) the number of its members who are affili-22
5353 ated with the political party with the largest percent-23
5454 age of the registered voters in the State who are af-24
5555 filiated with a political party (as determined with re-25
