A BILL
To amend section 3001 of title 39, United States Code,
to require solicitations sent in the mail to be clearly
identified as solicitations, and for other purposes.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. NOTICE OF SOLICITATION MAIL. 3
Section 3001 of title 39, United States Code, is 4
amended by adding at the end the following new sub-5
section: 6
‘‘(p)(1) Except as provided in paragraph (2), matter 7
otherwise legally acceptable in the mails which constitutes 8
a solicitation for the order by the addressee of goods or 9
services, or both, is nonmailable matter, shall not be car-10

ried or delivered by mail, and shall be disposed of as the 1
Postal Service directs, unless such matter bears on its 2
face, in conspicuous and legible type in contrast by typog-3
raphy, layout, or color with other printing on its face, in 4
accordance with regulations which the Postal Service shall 5
prescribe— 6
‘‘(A) the following notice: ‘This is a solicita-7
tion’; or 8
‘‘(B) in lieu thereof, a notice to the same effect 9
in words which the Postal Service may prescribe. 10
‘‘(2) Paragraph (1) does not apply with respect to 11
matter described in subsection (d).’’. 12
