19	19	To require the Assistant Secretary of Commerce for Commu-
20	20	nications and Information to report to Congress on any
21	21	barriers to establishing online portals to accept, process,
22	22	and dispose of certain Form 299s, and for other pur-
23	23	poses.
24	24	Be it enacted by the Senate and House of Representa-1
25	25	tives of the United States of America in Congress assembled, 2
26	26	SECTION 1. SHORT TITLE. 3
27	27	This Act may be cited as the ‘‘Facilitating the De-4
28	28	ployment of Infrastructure with Greater Internet Trans-5

38	38	EPORT.— 6
39	39	(1) I
40	40	N GENERAL.—Not later than 90 days after 7
41	41	the date of the enactment of this section, and every 8
42	42	60 days thereafter until the Secretaries concerned 9
43	43	each notify the Assistant Secretary under paragraph 10
44	44	(2), the Assistant Secretary shall submit to the ap-11
45	45	propriate congressional committees a report that de-12
46	46	scribes— 13
47	47	(A) whether the Secretaries concerned have 14
48	48	established, with respect to the relevant covered 15
49	49	department, an online portal for the acceptance, 16
50	50	processing, and disposal of a Form 299 for 17
51	51	communications use authorization; and 18
52	52	(B) any barrier to the establishment of any 19
53	53	such portal. 20
54	54	(2) N
55	55	OTIFICATION.—Not later than 3 business 21
56	56	days after the date on which the online portal has 22
57	57	been established by a Secretary pursuant to para-23
58	58	graph (1), that Secretary shall notify the Assistant 24
59	59	Secretary of the establishment of such portal. 25

66	66	TEES.—The term ‘‘appropriate congressional com-3
67	67	mittees’’ means— 4
68	68	(A) the Committee on Energy and Com-5
69	69	merce of the House of Representatives; 6
70	70	(B) the Committee on Natural Resources 7
71	71	of the House of Representatives; 8
72	72	(C) the Committee on Commerce, Science, 9
73	73	and Transportation of the Senate; and 10
74	74	(D) the Committee on Environment and 11
75	75	Public Works of the Senate. 12

77	77	SSISTANT SECRETARY.—The term ‘‘Assist-13
78	78	ant Secretary’’ means the Assistant Secretary of 14
79	79	Commerce for Communications and Information. 15

81	81	OMMUNICATIONS FACILITY .—The term 16
82	82	‘‘communications facility’’ has the meaning given the 17
83	83	term ‘‘communications facility installation’’ in sec-18
84	84	tion 6409(d) of the Middle Class Tax Relief and Job 19
85	85	Creation Act of 2012 (47 U.S.C. 1455(d)). 20

87	87	OMMUNICATIONS USE .—The term ‘‘com-21
88	88	munications use’’ means the placement and oper-22
89	89	ation of a communications facility. 23

91	91	OMMUNICATIONS USE AUTHORIZATION .— 24
92	92	The term ‘‘communications use authorization’’ 25

98	98	(A) provided by the Secretary of the Inte-3
99	99	rior or the Secretary of Agriculture; 4
100	100	(B) to locate or modify a communications 5
101	101	facility on covered land; and 6
102	102	(C) for the primary purpose of authorizing 7
103	103	the occupancy and use of such covered land for 8
104	104	communications use. 9

106	106	OVERED LAND.—The term ‘‘covered land’’ 10
107	107	means— 11
108	108	(A) public lands; and 12
109	109	(B) National Forest System land. 13

111	111	ORM299.—The term ‘‘Form 299’’ means 14
112	112	the form established under section 6409(b)(2)(A) of 15
113	113	the Middle Class Tax Relief and Job Creation Act 16
114	114	of 2012 (47 U.S.C. 1455(b)(2)(A)), or any successor 17
115	115	form. 18
116	116	(8) N
117	117	ATIONAL FOREST SYSTEM .—The term 19
118	118	‘‘National Forest System’’ has the meaning given 20
119	119	that term in section 11(a) of the Forest and Range-21
120	120	land Renewable Resources Planning Act of 1974 (16 22
121	121	U.S.C. 1609(a)). 23

123	123	ELEVANT COVERED DEPARTMENT .—The 24
124	124	term ‘‘relevant covered department’’ means— 25
