17	17	for Members of Congress, and for other purposes.
18	18	Be it enacted by the Senate and House of Representa-1
19	19	tives of the United States of America in Congress assembled, 2
20	20	SECTION 1. SHORT TITLE. 3
21	21	This Act may be cited as the ‘‘Citizen Legislature 4
22	22	Anti-Corruption Reform of Public Service Act’’ or the 5
23	23	‘‘CLEAN Public Service Act’’. 6

34	34	N GENERAL.—Subchapter III of chapter 5
35	35	83 of title 5, United States Code, is amended by in-6
36	36	serting after section 8335 the following: 7
37	37	‘‘§ 8335a. Termination of further retirement coverage 8
38	38	of Members of Congress 9
39	39	‘‘(a) I
40	40	NGENERAL.—Notwithstanding any other pro-10
41	41	vision of this subchapter and subject to subsection (f), ef-11
42	42	fective on the date that is 90 days after the date of enact-12
43	43	ment of this section— 13
44	44	‘‘(1) a Member shall not be subject to this sub-14
45	45	chapter for any further period of time; and 15
46	46	‘‘(2) no further Government contributions or 16
47	47	deductions from basic pay may be made with respect 17
48	48	to such Member for deposit in the Treasury of the 18
49	49	United States to the credit of the Fund. 19
50	50	‘‘(b) P
51	51	RIORRIGHTSNOTAFFECTED.—Nothing in 20
52	52	subsection (a) shall be considered to nullify, modify, or 21
53	53	otherwise affect any right, entitlement, or benefit under 22
54	54	this subchapter with respect to any Member covering any 23
55	55	period prior to the date of enactment of this section. 24

59	59	LANNOTAFFECTED.—Nothing in subsection (a) shall 26

64	64	Thrift Savings Plan in accordance with otherwise applica-2
65	65	ble provisions of law. 3

67	67	EGULATIONS.—Any regulations necessary to 4
68	68	carry out this section may— 5
69	69	‘‘(1) except with respect to matters relating to 6
70	70	the Thrift Savings Plan, be prescribed by the Direc-7
71	71	tor of the Office of Personnel Management; and 8
72	72	‘‘(2) with respect to matters relating to the 9
73	73	Thrift Savings Plan, be prescribed by the Executive 10
74	74	Director (as defined by section 8401(13)). 11
75	75	‘‘(e) E
76	76	XCLUSION.—For purposes of this section, the 12
77	77	term ‘Member’ does not include the Vice President.’’. 13

100	100	individual who first becomes a Member before such 7
101	101	date of enactment— 8
