116116 EADLINE FOR SUBMISSION .—Such re-9
117117 quest must be submitted by an individual and re-10
118118 ceived by the office of the State or local election su-11
119119 pervisor not later than 21 days before the date of 12
120120 the election for Federal office. 13

122122 AILING OF BALLOTS.—Upon receipt of 14
123123 such a request, the State or local election supervisor 15
124124 shall fulfill the request by mailing a mail-in ballot to 16
125125 the individual within 3 days. 17

228228 paragraph, the term ‘caregiver’ means an indi-21
229229 vidual who has the responsibility for the care of 22
230230 an older individual, either voluntarily, by con-23
231231 tract, by receipt of payment for care, or as a re-24
232232 sult of the operation of law and means an indi-25

242242 The prohibition under paragraph (1) shall not apply 6
243243 to the incidental possession of mail-in ballots by a 7
244244 postal worker or election official acting within the 8
245245 scope of his or her official capacity. 9

247247 ENALTY.—Any person who violates this 10
248248 subsection shall be fined under title 18, United 11
249249 States Code, or imprisoned not more than 1 year, or 12

349349 (C) existing voter registration systems can 18
350350 be inaccurate, costly, inaccessible and con-19
351351 fusing, with damaging effects on voter partici-20
352352 pation in elections and disproportionate impacts 21
353353 on young people, persons with disabilities, and 22
354354 racial and ethnic minorities; and 23

362362 URPOSE.—It is the purpose of this title— 4
363363 (A) to establish that it is the responsibility 5
364364 of government at every level to ensure that all 6
365365 eligible citizens are registered to vote; 7
366366 (B) to enable the State and Federal Gov-8
367367 ernments to register all eligible citizens to vote 9
368368 with accurate, cost-efficient, and up-to-date pro-10
369369 cedures; 11
370370 (C) to modernize voter registration and list 12
371371 maintenance procedures with electronic and 13
372372 internet capabilities; and 14
373373 (D) to protect and enhance the integrity, 15
374374 accuracy, efficiency, and accessibility of the 16
375375 electoral process for all eligible citizens. 17
376376 SEC. 202. AUTOMATIC REGISTRATION OF ELIGIBLE INDI-18

392392 EFINITION.—The term ‘‘automatic reg-3
393393 istration’’ means a system that registers an indi-4
394394 vidual to vote in elections for Federal office in a 5
395395 State, if eligible, by electronically transferring the 6
396396 information necessary for registration from govern-7
397397 ment agencies to election officials of the State so 8
398398 that, unless the individual affirmatively declines to 9
399399 be registered, the individual will be registered to vote 10
400400 in such elections. 11

402402 EGISTRATION OF VOTERSBASED ONNEW 12
403403 A
404404 GENCYRECORDS.—The chief State election official 13
405405 shall— 14
406406 (1) not later than 15 days after a contributing 15
407407 agency has transmitted information with respect to 16
408408 an individual pursuant to section 203, ensure that 17
409409 the individual is registered to vote in elections for 18
410410 Federal office in the State if the individual is eligible 19
411411 to be registered to vote in such elections; and 20
412412 (2) send written notice to the individual, in ad-21
413413 dition to other means of notice established by this 22
414414 part, of the individual’s voter registration status. 23

420420 XISTINGCONTRIBUTINGAGENCYRECORDS.—The chief 2
421421 State election official shall— 3
422422 (1) identify all individuals whose information is 4
423423 transmitted by a contributing agency pursuant to 5
424424 section 204 and who are eligible to be, but are not 6
425425 currently, registered to vote in that State; 7
426426 (2) promptly send each such individual written 8
427427 notice, in addition to other means of notice estab-9
428428 lished by this title, which shall not identify the con-10
429429 tributing agency that transmitted the information 11
430430 but shall include— 12
431431 (A) an explanation that voter registration 13
432432 is voluntary, but if the individual does not de-14
433433 cline registration, the individual will be reg-15
434434 istered to vote; 16
435435 (B) a statement offering the opportunity to 17
436436 decline voter registration through means con-18
437437 sistent with the requirements of this title; 19
438438 (C) in the case of a State in which affili-20
439439 ation or enrollment with a political party is re-21
440440 quired in order to participate in an election to 22
441441 select the party’s candidate in an election for 23
442442 Federal office, a statement offering the indi-24
443443 vidual the opportunity to affiliate or enroll with 25

451451 elector in the State as listed in the mail voter 5
452452 registration application form for elections for 6
453453 Federal office prescribed pursuant to section 9 7
454454 of the National Voter Registration Act of 1993, 8
455455 the consequences of false registration, and a 9
456456 statement that the individual should decline to 10
457457 register if the individual does not meet all those 11
458458 qualifications; 12
459459 (E) instructions for correcting any erro-13
460460 neous information; and 14
461461 (F) instructions for providing any addi-15
462462 tional information which is listed in the mail 16
463463 voter registration application form for elections 17
464464 for Federal office prescribed pursuant to section 18
465465 9 of the National Voter Registration Act of 19
466466 1993; 20
467467 (3) ensure that each such individual who is eli-21
468468 gible to register to vote in elections for Federal of-22
469469 fice in the State is promptly registered to vote not 23
470470 later than 45 days after the official sends the indi-24
471471 vidual the written notice under paragraph (2), un-25

732732 State. An institution of higher education described 22

14141414 CENSES.—Section 5(d) of the National Voter Registration 7
14151415 Act of 1993 (52 U.S.C. 20504(d)) is amended— 8
14161416 (1) by striking ‘‘Any change’’ and inserting 9
14171417 ‘‘(1) Any change’’; and 10
14181418 (2) by adding at the end the following new 11
14191419 paragraph: 12
14201420 ‘‘(2)(A) A State motor vehicle authority shall require 13
14211421 each individual applying for a motor vehicle driver’s li-14
14221422 cense in the State— 15
14231423 ‘‘(i) to attest, under penalty of perjury, whether 16
14241424 the individual resides in another State or resided in 17
14251425 another State prior to applying for the license, and, 18
14261426 if so, to identify the State involved; and 19
14271427 ‘‘(ii) to attest, under penalty of perjury, wheth-20
14281428 er the individual intends for the State to serve as 21
