3535 N GENERAL.—None of the funds author-4
3636 ized to be appropriated or otherwise made available 5
3737 to any Federal department or agency may be used 6
3838 to provide assistance for the central government of 7
3939 a country that the Secretary of State determines 8
4040 and reports to the appropriate congressional com-9
4141 mittees— 10
4242 (A) has recognized the independence of, or 11
4343 has established diplomatic relations with, any 12
4444 region located in the territory of Ukraine that 13
4545 is occupied by the Russian Federation or under 14
4646 the control of Russian-backed separatists, in-15
4747 cluding Crimea and Donetsk, Kherson, 16
4848 Luhansk, and Zaporizhzhia oblasts; or 17
4949 (B) has taken affirmative steps intended to 18
5050 support or be supportive of the Russian Federa-19
5151 tion annexation of Crimea or other territory in 20
5252 Ukraine. 21

5454 UBLICATION OF LIST OF CENTRAL GOV -22
5555 ERNMENTS.—The Secretary of State shall publish 23
5656 on the Department of State website a list of such 24
5757 central governments in a timely manner. 25

6161 (3) WAIVER.—The Secretary of State may 1
6262 waive the prohibition on assistance required by para-2
6363 graph (1) with respect to any such central govern-3
6464 ment if the Secretary determines and reports to the 4
6565 appropriate congressional committees that to do so 5
6666 is in the national interest of the United States, and 6
6767 includes a justification for such interest. 7
