2323 This Act may be cited as the ‘‘Haiti Economic Lift 4
2424 Program Extension Act of 2025’’. 5

3131 Section 213A of the Caribbean Basin Economic Re-4
3232 covery Act (19 U.S.C. 2703a) is amended— 5
3333 (1) in subsection (b)— 6
3434 (A) in paragraph (1)— 7
3535 (i) by amending subparagraph 8
3636 (B)(v)(I) to read as follows: 9

4141 after December 20, 2017.’’; and 13
4242 (ii) by amending subparagraph (C) to 14

4545 UANTITATIVE LIMITATIONS .—The 16

4747 graph (A) shall be extended, during each period 18
4848 after the initial applicable 1-year period, to not 19

6767 SEC. 3. RESTORATION OF ELIGIBILITY OF CERTAIN ARTI-8
6868 CLES FOR PREFERENTIAL TREATMENT. 9

7070 NGENERAL.—The President shall proclaim such 10
7171 modifications to the Harmonized Tariff Schedule of the 11
7272 United States as may be necessary to restore the eligibility 12
7373 of articles described in subsection (b) for preferential 13
7474 treatment under section 213A of the Caribbean Basin 14
7575 Economic Recovery Act (19 U.S.C. 2703a). 15

7777 RTICLESDESCRIBED.—An article described in 16
7878 this subsection is an article that— 17
7979 (1) was eligible for preferential treatment under 18
8080 section 213A of the Caribbean Basin Economic Re-19
8181 covery Act (19 U.S.C. 2703a) on December 20, 20
8282 2006; and 21
8383 (2) became ineligible for such treatment after 22
8484 that date and before the date of the enactment of 23
8585 this Act as a result of revisions to the Harmonized 24
8686 Tariff Schedule. 25

9090 (c) EFFECTIVEDATE OFPROCLAMATION.—A procla-1
9191 mation under subsection (a) shall take effect not earlier 2
9292 than 2 business days after the President submits to the 3
9393 Committee on Finance of the Senate and the Committee 4
9494 on Ways and Means of the House of Representatives a 5
9595 report on the proclamation and the reasons for the modi-6
9696 fications to the Harmonized Tariff Schedule under the 7
9797 proclamation. 8
