Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Connecting Small 4
Businesses with Career and Technical Education Grad-5
uates Act of 2025’’. 6
SEC. 2. INCLUSION OF CAREER AND TECHNICAL EDU-7
CATION. 8
(a) D
EFINITION.—Section 3 of the Small Business 9
Act (15 U.S.C. 632) is amended by adding at the end the 10
following new subsection: 11
‘‘(gg) C
AREER ANDTECHNICALEDUCATION.—The 12
term ‘career and technical education’ has the meaning 13
given the term in section 3 of the Carl D. Perkins Career 14
and Technical Education Act of 2006 (20 U.S.C. 2302).’’. 15
(b) S
MALLBUSINESSDEVELOPMENT CENTERS.— 16
Section 21(c)(3) of the Small Business Act (15 U.S.C. 17
648(c)(1)) is amended— 18
(1) in subparagraph (T), by striking ‘‘and’’ at 19
the end; 20
(2) in clause (v) of the first subparagraph (U) 21
(relating to succession planning), by striking the pe-22
riod at the end and inserting a semicolon; 23

training on domestic and international intellectual 2
property protections)— 3
(A) in clause (ii)(II), by striking the period 4
at the end and inserting a semicolon; and 5
(B) by redesignating such subparagraph as 6
subparagraph (V); and 7
(4) by adding at the end the following new sub-8
paragraphs: 9
‘‘(W) providing educational information to 10
small businesses on— 11
‘‘(i) hiring graduates from career and tech-12
nical education programs; and 13
‘‘(ii) career and technical education pro-14
grams relevant to such businesses, including 15
how to use such programs to satisfy hiring 16
needs of such businesses; 17
‘‘(X) providing information to career and tech-18
nical education programs about how students and 19
graduates of such programs can access resources 20
and services of small business development centers 21
to start and expand a small business concern; and 22
‘‘(Y) as appropriate, connecting small busi-23
nesses with career and technical education programs 24

to assist students and graduates of such programs 1
with identifying career opportunities.’’. 2
(c) W
OMEN’SBUSINESSCENTERS.—Section 29(b) of 3
the Small Business Act (15 U.S.C. 656(b)) is amended— 4
(1) in paragraph (2), by striking ‘‘and’’ at the 5
end; 6
(2) in paragraph (3), by striking the period at 7
the end and inserting a semicolon; and 8
(3) by adding at the end the following new 9
paragraphs: 10
‘‘(4) providing educational information to small 11
business concerns owned and controlled by women 12
on— 13
‘‘(A) hiring graduates from career and 14
technical education programs; and 15
‘‘(B) career and technical education pro-16
grams relevant to such concerns, including how 17
to use such programs to satisfy hiring needs of 18
such concerns; 19
‘‘(5) providing information to career and tech-20
nical education programs about how students and 21
graduates of such programs can access resources 22
and services of women’s business centers to start 23
and expand a small business concern; and 24
