2727 This Act may be cited as the ‘‘Amplifying Processing 4
2828 of Livestock in the United States Act’’ or the ‘‘A–PLUS 5
2929 Act’’. 6

3535 (a) I
3636 NGENERAL.—Not later than 1 year after the 3
3737 date of enactment of this Act, the Secretary shall revise 4
3838 section 201.67 of title 9, Code of Federal Regulations, as 5
3939 in effect on January 1, 2025, to specify that— 6
4040 (1) market agencies may have an ownership in-7
4141 terest in, finance, or participate in the management 8
4242 or operation of, a packer, so long as such packer— 9
4343 (A) with respect to cattle and sheep, has a 10
4444 cumulative slaughter capacity of less than— 11
4545 (i) 2,000 animals per day; or 12
4646 (ii) 700,000 animals per year; and 13
4747 (B) with respect to hogs, has a cumulative 14
4848 slaughter capacity of less than— 15
4949 (i) 10,000 animals per day; or 16
5050 (ii) 3,000,000 animals per year; and 17
5151 (2) market agencies that have an ownership in-18
5252 terest in, finance, or participate in the management 19
5353 or operation of, a packer shall disclose to sellers of 20
5454 livestock the existence of such ownership interest, fi-21
5555 nancial relationship, or participation. 22

5757 AVINGSCLAUSE.—Nothing in this section shall 23
5858 be interpreted as a limitation on the authority of the Sec-24
5959 retary to adopt or enforce rules or regulations under the 25
6060 Packers and Stockyards Act, 1921 (7 U.S.C. 181 et seq.) 26
