18	18	To require the Department of the Interior and the Depart-
19	19	ment of Agriculture to establish online portals to accept,
20	20	process, and dispose of certain Form 299s, and for other
21	21	purposes.
22	22	Be it enacted by the Senate and House of Representa-1
23	23	tives of the United States of America in Congress assembled, 2
24	24	SECTION 1. SHORT TITLE. 3
25	25	This Act may be cited as the ‘‘Deploying Infrastruc-4
26	26	ture with Greater Internet Transactions And Legacy Ap-5
27	27	plications Act’’ or the ‘‘DIGITAL Applications Act’’. 6

35	35	STABLISHMENT OF ONLINEPORTALS.— 4

37	37	STABLISHMENT.—Not later than 1 year 5
38	38	after the date of the enactment of this Act, the Sec-6
39	39	retaries concerned shall each establish, with respect 7
40	40	to the relevant covered department, an online portal 8
41	41	for the acceptance, processing, and disposal of a 9
42	42	Form 299 for communications use authorizations. 10
43	43	(2) N
44	44	OTIFICATION.—Not later than 3 business 11
45	45	days after the date on which an online portal has 12
46	46	been established by a Secretary pursuant to para-13
47	47	graph (1), that Secretary shall notify the Assistant 14
48	48	Secretary of the establishment of such portal. 15

50	50	VAILABILITY OFONLINEPORTALS.—The As-16
51	51	sistant Secretary shall publish on the website of the Na-17
52	52	tional Telecommunications and Information Administra-18
53	53	tion a link to each online portal established pursuant to 19
54	54	subsection (a)(1). 20

58	58	SSISTANT SECRETARY.—The term ‘‘Assist-22
59	59	ant Secretary’’ means the Assistant Secretary of 23
60	60	Commerce for Communications and Information. 24

62	62	OMMUNICATIONS FACILITY .—The term 25
63	63	‘‘communications facility’’ has the meaning given the 26

71	71	OMMUNICATIONS USE .—The term ‘‘com-4
72	72	munications use’’ means the placement and oper-5
73	73	ation of a communications facility. 6

75	75	OMMUNICATIONS USE AUTHORIZATION .— 7
76	76	The term ‘‘communications use authorization’’ 8
77	77	means an easement, right-of-way, lease, license, or 9
78	78	other authorization— 10
79	79	(A) provided by the Secretary of the Inte-11
80	80	rior or the Secretary of Agriculture; 12
81	81	(B) to locate or modify a communications 13
82	82	facility on covered land; and 14
83	83	(C) for the primary purpose of authorizing 15
84	84	the occupancy and use of such covered land for 16
85	85	communications use. 17

87	87	OVERED LAND.—The term ‘‘covered land’’ 18
88	88	means— 19
89	89	(A) public lands; and 20
90	90	(B) National Forest System land. 21

92	92	ORM299.—The term ‘‘Form 299’’ means 22
93	93	the form established under section 6409(b)(2)(A) of 23
94	94	the Middle Class Tax Relief and Job Creation Act 24

107	107	UBLIC LANDS.—The term ‘‘public lands’’ 8
108	108	has the meaning given that term in section 103 of 9
109	109	the Federal Land Policy and Management Act of 10
110	110	1976 (43 U.S.C. 1702). 11

112	112	ELEVANT COVERED DEPARTMENT .—The 12
113	113	term ‘‘relevant covered department’’ means— 13
114	114	(A) with respect to the Secretary of the In-14
115	115	terior, the Department of the Interior; and 15
116	116	(B) with respect to the Secretary of Agri-16
117	117	culture, the Department of Agriculture. 17

119	119	ECRETARIES CONCERNED .—The term 18
120	120	‘‘Secretaries concerned’’ means— 19
121	121	(A) the Secretary of the Interior; and 20
122	122	(B) the Secretary of Agriculture, acting 21
123	123	through the Chief of the Forest Service. 22
