3333 ROHIBITION.—The Administrator of the Federal 2
3434 Emergency Management Agency may not carry out any 3
3535 program to support sheltering and related activities pro-4
3636 vided by non-Federal entities, including facility improve-5
3737 ments and construction, in support of relieving over-6
3838 crowding in short-term holding facilities of U.S. Customs 7
3939 and Border Protection. 8
