20	20	To require the Assistant Secretary of Commerce for Commu-
21	21	nications and Information to establish an interagency
22	22	strike force to ensure that certain Federal land manage-
23	23	ment agencies, including the organizational units of such
24	24	agencies, prioritize the review of requests for communica-
25	25	tions use authorizations, and for other purposes.
26	26	Be it enacted by the Senate and House of Representa-1
27	27	tives of the United States of America in Congress assembled, 2

31	31	SECTION 1. SHORT TITLE. 1
32	32	This Act may be cited as the ‘‘Expediting Federal 2
33	33	Broadband Deployment Reviews Act’’. 3
34	34	SEC. 2. ESTABLISHMENT OF INTERAGENCY STRIKE FORCE. 4
35	35	(a) I
36	36	NTERAGENCYSTRIKEFORCE.— 5
37	37	(1) E
38	38	STABLISHMENT.—Not later than 180 days 6
39	39	after the date of the enactment of this Act, the As-7
40	40	sistant Secretary shall establish an interagency 8
41	41	strike force to ensure that each Federal land man-9
42	42	agement agency, including each organizational unit 10
43	43	of the agency, prioritizes the review of requests for 11
44	44	communications use authorizations. 12
45	45	(2) M
46	46	EMBERS.—The strike force shall be com-13
47	47	posed of— 14
48	48	(A) the Assistant Secretary; 15
49	49	(B) the head of each Federal land manage-16
50	50	ment agency; 17
51	51	(C) a designee of the Secretary of Agri-18
52	52	culture, other than the Chief of the Forest 19
53	53	Service; and 20
54	54	(D) a designee of the Secretary of the In-21
55	55	terior, other than the Director of the Bureau of 22
56	56	Land Management. 23

58	58	UTIES.—The duties of the strike force 24
59	59	shall include— 25

64	64	members of the strike force to ensure that each 2
65	65	Federal land management agency, including 3
66	66	each organizational unit of the agency, 4
67	67	prioritizes the review of requests for commu-5
68	68	nications use authorizations; 6
69	69	(B) establishing objective and reasonable 7
70	70	goals for the review of requests for communica-8
71	71	tions use authorizations; and 9
72	72	(C) monitoring, and facilitating the ac-10
73	73	countability of, each Federal land management 11
74	74	agency, including each organizational unit of 12
75	75	the agency, with respect to meeting such goals. 13

77	77	EPORT TO CONGRESS .—Not later than 14
78	78	270 days after the date of the enactment of this Act, 15
79	79	the Assistant Secretary shall submit to the appro-16
80	80	priate congressional committees a report on the ef-17
81	81	fectiveness of the strike force in ensuring that each 18
82	82	Federal land management agency, including each or-19
83	83	ganizational unit of the agency, prioritizes the review 20
84	84	of requests for communications use authorizations. 21

112	112	‘‘communications facility’’ has the meaning given the 17
113	113	term ‘‘communications facility installation’’ in sec-18
114	114	tion 6409(d) of the Middle Class Tax Relief and Job 19
115	115	Creation Act of 2012 (47 U.S.C. 1455(d)). 20

117	117	OMMUNICATIONS USE .—The term ‘‘com-21
118	118	munications use’’ means the placement and oper-22
119	119	ation of a communications facility. 23

136	136	OVERED LAND.—The term ‘‘covered land’’ 10

138	138	(A) public lands; and 12
139	139	(B) National Forest System land. 13

142	142	The term ‘‘Federal land management agency’’ 15
