17	17	To limit the use of funds for the production of films using
18	18	assets of the Department of State under certain cir-
19	19	cumstances, and for other purposes.
20	20	Be it enacted by the Senate and House of Representa-1
21	21	tives of the United States of America in Congress assembled, 2
22	22	SECTION 1. SHORT TITLE. 3
23	23	This Act may be cited as the ‘‘Stopping Communist 4
24	24	Regimes from Engaging in Edits Now Act’’ or the 5
25	25	‘‘SCREEN Act’’. 6

34	34	CHINA OR AT THE REQUEST OF THE CHINESE 6
35	35	COMMUNIST PARTY. 7

37	37	IMITATION ONUSE OFFUNDS.—The Secretary 8
38	38	of State may only authorize the provision of technical sup-9
39	39	port or access to an asset controlled by or related to the 10
40	40	Department of State to enter into a contract relating to 11
41	41	the production or funding of a film by a United States 12
42	42	company if the United States company, as a condition of 13
43	43	receiving the support or access— 14
44	44	(1) provides to the Secretary a list of all films 15
45	45	produced or funded by that company the content of 16
46	46	which has been submitted, during the shorter of the 17
47	47	preceding 10-year period or the period beginning on 18
48	48	the date of the enactment of this Act, to an official 19
49	49	of the Government of the People’s Republic of China 20
50	50	or the Chinese Communist Party (CCP) for evalua-21
51	51	tion with respect to screening the film in the Peo-22
52	52	ple’s Republic of China (PRC); 23
53	53	(2) includes, with respect to each such film— 24
54	54	(A) the title of the film; and 25

59	59	curred; 2
60	60	(3) enters into a written agreement with the 3
61	61	Secretary not to alter the content of the film in re-4
62	62	sponse to, or in anticipation of, a request by an offi-5
63	63	cial of the Government of the PRC or the CCP; and 6
64	64	(4) submits such agreement to the Secretary. 7

69	69	CREENING IN THE PEOPLE’SREPUBLIC OFCHINA.— 10
70	70	Notwithstanding subsection (a), the President may not au-11
71	71	thorize the provision of technical support or access to any 12
72	72	asset controlled by the Federal Government for, or author-13
73	73	ize the head of a Federal agency to enter into any contract 14
74	74	relating to, the production or funding of a film by a United 15
75	75	States company if— 16
76	76	(1) the film is co-produced by an entity located 17
77	77	in the PRC that is subject to conditions on content 18
78	78	imposed by an official of the Government of the 19
79	79	PRC or the CCP; or 20
80	80	(2) with respect to the most recent report sub-21
81	81	mitted under subsection (c), the United States com-22
82	82	pany is listed in the report pursuant to subpara-23
83	83	graph (C) or (D) of paragraph (2) of that sub-24
84	84	section. 25

88	88	(c) REPORT TOCONGRESS.— 1
89	89	(1) I
90	90	N GENERAL.—Not later than 180 days 2
91	91	after the date of the enactment of this Act, and an-3
92	92	nually thereafter, the Secretary of State shall submit 4
93	93	to the appropriate committees of Congress a report 5
94	94	on films disclosed under subsection (a) that are as-6
95	95	sociated with a United States company that has re-7
96	96	ceived technical support or access to an asset con-8
97	97	trolled by the Department of State for, or has en-9
98	98	tered into a contract with the Federal Government 10
99	99	relating to, the production or funding of a film. 11
100	100	(2) E
101	101	LEMENTS.—The report required by para-12
102	102	graph (1) shall include the following: 13
103	103	(A) A description of each film listed pursu-14
104	104	ant to the requirement under subsection (a)(1), 15
105	105	the content of which was submitted, during the 16
106	106	shorter of the preceding 10-year period or the 17
107	107	period beginning on the date of the enactment 18
108	108	of this Act, by a United States company to an 19
109	109	official of the Government of the PRC or the 20
110	110	CCP for evaluation with respect to screening 21
111	111	the film in the PRC, including— 22
112	112	(i) the United States company that 23
113	113	submitted the contents of the film; 24
114	114	(ii) the title of the film; and 25

120	120	(B) A description of each film with respect 3
121	121	to which a United States company entered into 4
122	122	a written agreement with the Department of 5
123	123	State, providing the support or access, pursuant 6
124	124	to the requirement under subsection (a)(2) not 7
125	125	to alter the content of the film in response to, 8
126	126	or in anticipation of, a request by an official of 9
127	127	the Government of the PRC or the CCP, during 10
128	128	the shorter of the preceding 10-year period or 11
129	129	the period beginning on the date of the enact-12
130	130	ment of this Act, including— 13
131	131	(i) the United States company that 14
132	132	entered into the agreement; and 15
133	133	(ii) the title of the film. 16
134	134	(C) The title of any film described pursu-17
135	135	ant to subparagraph (A), and the corresponding 18
136	136	United States company described pursuant to 19
137	137	clause (i) of that subparagraph— 20
138	138	(i) that was submitted to an official of 21
139	139	the Government of the PRC or the CCP 22
140	140	during the preceding 3-year period; and 23
141	141	(ii) for which the Secretary assesses 24
142	142	that the content was altered in response to, 25

150	150	in both subparagraph (A) and subparagraph 5
151	151	(B), and the corresponding one or more United 6
152	152	States companies described in clause (i) of each 7
153	153	such subparagraph— 8
154	154	(i) that was submitted to an official of 9
155	155	the Government of the PRC or the CCP 10
156	156	during the preceding 10-year period; and 11
157	157	(ii) for which the Secretary assesses 12
158	158	that the content was altered in response to, 13
159	159	or in anticipation of, a request by an offi-14
160	160	cial of the Government of the PRC or the 15
161	161	CCP. 16

163	163	EFINITIONS.—In this section: 17
164	164	(1) A
165	165	PPROPRIATE COMMITTEES OF CON -18
166	166	GRESS.—The term ‘‘appropriate committees of Con-19
167	167	gress’’ means— 20
168	168	(A) the Committee on Foreign Relations of 21
169	169	the Senate; and 22
170	170	(B) the Committee on Foreign Affairs of 23
171	171	the House of Representatives. 24
