A BILL 
To direct the Assistant Secretary of Commerce for Commu-
nications and Information to conduct a study and hold 
public meetings with respect to artificial intelligence sys-
tems, and for other purposes. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Artificial Intelligence 4
Accountability Act’’ or the ‘‘AI Accountability Act’’. 5

SEC. 2. STUDY ON ACCOUNTABILITY MEASURES FOR ARTI-1
FICIAL INTELLIGENCE SYSTEMS. 2
(a) S
TUDY.—The Assistant Secretary of Commerce 3
for Communications and Information shall conduct a 4
study on accountability measures for artificial intelligence 5
systems, which shall include an analysis of the following: 6
(1) How accountability measures are being in-7
corporated into artificial intelligence systems used by 8
communications networks (including telecommuni-9
cations networks and social media platforms) and 10
electromagnetic spectrum sharing applications. 11
(2) How accountability measures for artificial 12
intelligence systems can facilitate the closing of the 13
digital divide and assist the promotion of digital in-14
clusion in the United States. 15
(3) How accountability measures may reduce 16
risks related to artificial intelligence systems, includ-17
ing cybersecurity risks. 18
(4) How the term ‘‘trustworthy’’ is used and 19
defined in the context of artificial intelligence, in-20
cluding how the term may be applied in various con-21
texts related to artificial intelligence. 22
(5) The relationship, with respect to artificial 23
intelligence, between the term ‘‘trustworthy’’ and 24
other terms such as ‘‘responsible’’ and ‘‘human-cen-25
tric’’. 26

(b) STAKEHOLDERCONSULTATION.—In carrying out 1
the study required by subsection (a), the Assistant Sec-2
retary shall hold public meetings to consult with relevant 3
stakeholders for the purpose of soliciting feedback on ac-4
countability measures for artificial intelligence systems. 5
(c) R
EPORT.—Not later than 18 months after the 6
date of the enactment of this Act, the Assistant Secretary 7
shall submit to the Committee on Energy and Commerce 8
of the House of Representatives and the Committee on 9
Commerce, Science, and Transportation of the Senate a 10
report on the results of the study required by subsection 11
(a) that shall include— 12
(1) the results of the analysis required by sub-13
section (a); 14
(2) a description of the feedback provided dur-15
ing the meetings required by subsection (b); and 16
(3) recommendations for governmental and 17
nongovernmental actions to support effective ac-18
countability measures for artificial intelligence sys-19
tems. 20
(d) A
CCOUNTABILITYMEASUREDEFINED.—In this 21
section, the term ‘‘accountability measure’’ means a mech-22
anism, including an audit, an assessment, or a certifi-23
cation, designed to provide assurance that a system is 24
trustworthy. 25

SEC. 3. AVAILABILITY OF INFORMATION ON ARTIFICIAL IN-1
TELLIGENCE SYSTEMS. 2
(a) M
EETINGS.—The Assistant Secretary of Com-3
merce for Communications and Information shall hold 4
public meetings to consult with relevant stakeholders (in-5
cluding representatives of industry, academia, and con-6
sumers) for the purpose of soliciting feedback on— 7
(1) the information that should be available to 8
individuals, communities, and businesses that inter-9
act with, are affected by, or study artificial intel-10
ligence systems; and 11
(2) the most effective methods for making such 12
information available to such individuals, commu-13
nities, and businesses. 14
(b) R
EPORT.—Not later than 18 months after the 15
date of the enactment of this Act, the Assistant Secretary 16
shall submit to the Committee on Energy and Commerce 17
of the House of Representatives and the Committee on 18
Commerce, Science, and Transportation of the Senate a 19
report on the results of the meetings required by sub-20
section (a) that shall include— 21
(1) a description of the feedback provided dur-22
ing the meetings; and 23
(2) recommendations with respect to— 24

that interact with, are affected by, or study ar-1

(B) the methods to be used for making 3
such information available to such individuals, 4
