A BILL
To amend title XVIII of the Social Security Act to clarify
payment rules for manual wheelchairs under part B of
the Medicare program.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Choices for Increased 4
Mobility Act of 2025’’. 5

SEC. 2. SPECIAL RULES RELATED TO TREATMENT OF CER-1
TAIN MANUAL WHEELCHAIRS UNDER THE 2
MEDICARE PROGRAM. 3
Section 1834(a) of the Social Security Act (42 U.S.C. 4
1395m(a)) is amended by adding at the end the following 5
new paragraph: 6
‘‘(23) S
PECIAL RULES RELATED TO TREAT -7
MENT OF CERTAIN MANUAL WHEELCHAIRS .— 8
‘‘(A) R
EQUIREMENT TO ESTABLISH SEPA -9
RATE HCPCS CODES FOR CERTAIN MANUAL 10
WHEELCHAIRS.—With respect to 11
ultralightweight manual wheelchairs payable 12
under this subsection furnished on or after Jan-13
uary 1, 2026, the Secretary shall establish two 14
or more HCPCS codes, as determined appro-15
priate by the Secretary, for the base of such a 16
wheelchair depending on the construction mate-17
rial used in such base (with 1 or more such 18
codes for such a base with titanium or carbon 19
fiber construction material and 1 or more such 20
codes for such a base without such materials). 21
‘‘(B) P
AYMENT AND BENEFICIARY PRO -22
TECTIONS.— 23
‘‘(i) P
AYMENT.—On or after January 24
1, 2026, in the case where an individual 25
purchases or rents from a supplier an 26

ultralightweight manual wheelchair that 1
has titanium or carbon fiber construction 2
material used in the base of such wheel-3
chair, payment to the supplier shall be 4
made in the frequency and amount as 5
would otherwise be made under this sub-6
section (as described in paragraph (1)(A)) 7
for such wheelchair. 8
‘‘(ii) B
ENEFICIARY CHARGES .—The 9
supplier may charge the individual the dif-10
ference between the payment amount de-11
scribed in clause (i) for such wheelchair 12
and the supplier’s actual charge for such 13
wheelchair. 14
‘‘(iii) B
ENEFICIARY PROTECTIONS .— 15
In order to inform an individual of their 16
potential financial liability under clause 17
(ii), the Secretary may require a supplier 18
to issue a notice to the individual (in a 19
form and manner determined by the Sec-20
retary) prior to the purchase or rent of 21
such ultralightweight manual wheelchair by 22
such individual.’’. 23
