A BILL 
To establish the Justice Thurgood Marshall National His-
toric Site in the State of Maryland and provide for 
its administration as an affiliated area of the National 
Park System, and for other purposes. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Justice Thurgood Mar-4
shall National Historic Site Establishment Act of 2025’’. 5

SEC. 2. FINDINGS AND PURPOSES. 1
(a) F
INDINGS.—Congress finds the following: 2
(1) Thurgood Marshall led the National Asso-3
ciation for the Advancement of Colored People 4
(NAACP) Legal Defense and Educational Fund 5
from 1940 to 1961, and successfully argued 29 of 6
32 civil rights cases before the United States Su-7
preme Court, including the landmark 1954 Brown v. 8
Board of Education case that ended racial segrega-9
tion of public schools. 10
(2) Thurgood Marshall was appointed by Presi-11
dent John F. Kennedy to serve as a Judge on the 12
United States Court of Appeals for the 2nd Circuit 13
from 1961 to 1965. He was then appointed by 14
President Lyndon B. Johnson to serve as United 15
States Solicitor General from 1965 to 1967. 16
(3) Nominated by President Lyndon Johnson 17
and confirmed by the United States Senate, 18
Thurgood Marshall became the first African Amer-19
ican to serve on the United States Supreme Court 20
and served as an Associate Justice from 1967 to 21
1991. 22
(4) As a result of his long legal career, 23
Thurgood Marshall is credited with ending legal seg-24
regation in America. 25

(5) Public School 103, now better known as the 1
Justice Thurgood Marshall School, located at 1315 2
Division Street in Baltimore, Maryland, was the site 3
of Thurgood Marshall’s elementary education. 4
(6) The Justice Thurgood Marshall School is 5
owned and operated as a museum by the Beloved 6
Community Services Corporation, which has com-7
pleted a historic restoration for adaptive re-use of 8
the School. 9
(7) Congress authorized the National Park 10
Service to prepare a special resource study of Public 11
School 103 in 2019, which the National Park Serv-12
ice transmitted to Congress in 2023. The National 13
Park Service found that Public School 103 met its 14
criteria for national significance and suitability for 15
addition to the National Park System. 16
(b) P
URPOSE.—The purpose of this Act is to pre-17
serve, protect, and interpret for the benefit of future gen-18
erations the significant historic contributions of Justice 19
Thurgood Marshall by establishing the elementary school 20
he attended as a national historic site and providing for 21
the site’s administration as an affiliated area of the Na-22
tional Park System. 23
SEC. 3. DEFINITIONS. 24

(1) NATIONAL HISTORIC SITE.—The term ‘‘Na-1
tional Historic Site’’ means the Justice Thurgood 2
Marshall National Historic Site established by sec-3
tion 4 of this Act. 4
(2) S
CHOOL.—The term ‘‘School’’ means the 5
building located at 1315 Division Street in Balti-6
more, Maryland, known as Public School 103, which 7
is owned and managed by the Beloved Community 8
Services Corporation, a nonprofit organization estab-9
lished in Baltimore, Maryland. 10
(3) S
ECRETARY.—The term ‘‘Secretary’’ means 11
the Secretary of the Interior. 12
SEC. 4. ESTABLISHMENT OF THE JUSTICE THURGOOD MAR-13
SHALL NATIONAL HISTORIC SITE. 14
(a) I
NGENERAL.—There is established as an affili-15
ated area of the National Park System the Justice 16
Thurgood Marshall National Historic Site. 17
(b) D
ESCRIPTION.—The National Historic Site shall 18
consist of the School, as generally depicted on the map 19
entitled ‘‘Justice Thurgood Marshall School National His-20
toric Site Proposed Boundary’’, numbered 962/194939, 21
and dated September 2024. 22
(c) O
WNERSHIP.—The School shall continue to be 23
owned, operated, and managed by the Beloved Community 24
Services Corporation. 25

(d) ADMINISTRATION.—The National Historic Site 1
shall be managed in a manner consistent with— 2
(1) this Act; and 3
(2) laws generally applicable to units of the Na-4
tional Park System. 5
(e) M
ANAGEMENT ENTITY.—The Beloved Commu-6
nity Services Corporation shall be the management entity 7
for the National Historic Site. 8
(f) A
GREEMENTS.—The Secretary— 9
(1) may provide technical assistance and enter 10
into cooperative agreements with the management 11
entity for the purpose of providing financial assist-12
ance for the marketing, marking, interpretation, and 13
preservation of the National Historic Site; and 14
(2) shall enter into an agreement with the man-15
agement entity that delineates the roles and respon-16
sibilities for the management of the area consistent 17
with the policies and standards that apply to units 18
of the National Park System. 19
(g) L
IMITEDROLE OF THESECRETARY.—Nothing in 20
this Act authorizes the Secretary to acquire the property 21
at 1315 Division Street or to assume overall financial re-22
sponsibility for the operation, maintenance, or manage-23
ment of the National Historic Site. 24

SEC. 5. AUTHORIZATION OF APPROPRIATIONS. 1
There are authorized to be appropriated such sums 2
as are necessary to carry out this Act. 3
