21	21	of 2002 with respect to the definition of biofuels and
22	22	sustainable aviation fuel, and for other purposes.
23	23	Be it enacted by the Senate and House of Representa-1
24	24	tives of the United States of America in Congress assembled, 2
25	25	SECTION 1. SHORT TITLE. 3
26	26	This Act may be cited as the ‘‘Farm to Fly Act of 4
27	27	2025’’. 5
28	28	SEC. 2. PURPOSES AND FINDINGS. 6
29	29	(a) P
30	30	URPOSES.—The purposes of this Act are as fol-7
31	31	lows: 8

36	36	fuels within Department of Agriculture bio-energy 2
37	37	programs to foster alternative biofuels in national 3
38	38	aviation, expanding the fuel supply, promoting clean 4
39	39	energy sources, and supporting United States agri-5
40	40	culture. 6
41	41	(2) To recognize the critical role the United 7
42	42	States agricultural sector plays in the production of 8
43	43	sustainable aviation fuel and the importance of such 9
44	44	fuel to achieving the goals of the Sustainable Avia-10
45	45	tion Fuel Grand Challenge. 11

47	47	INDINGS.—Congress finds the following: 12
48	48	(1) Sustainable aviation fuels have the capacity 13
49	49	to increase domestic energy security, support the ag-14
50	50	ricultural sector, and foster the farm economy by ac-15
51	51	celerating the availability of a commercially viable 16
52	52	and sustainable aviation biofuel industry in the 17
53	53	United States. 18
54	54	(2) Sustainable aviation fuels provide a critical 19
55	55	opportunity to support farmers of the United States 20
56	56	and the rest of the agricultural sector in the sector’s 21
57	57	partnership with the aviation sector to support rural 22
58	58	economic development. 23
59	59	(3) Feedstocks have been identified for sustain-24
60	60	able aviation fuels due to the collective abundance 25

65	65	stocks. 2
66	66	(4) Sustainable aviation fuels will increase do-3
67	67	mestic energy security and create new markets for 4
68	68	farmers of the United States while providing a new 5
69	69	energy resource for the aviation sector. 6
70	70	SEC. 3. DEFINITIONS. 7
71	71	Section 9001 of the Farm Security and Rural Invest-8
72	72	ment Act of 2002 (7 U.S.C. 8101) is amended— 9
73	73	(1) in paragraph (3)(B)— 10
74	74	(A) in clause (iv), by inserting ‘‘and sus-11
75	75	tainable aviation fuel’’ after ‘‘diesel-equivalent 12
76	76	fuel’’; 13
77	77	(B) by redesignating clauses (v) through 14
78	78	(vii) as clauses (vi) through (viii), respectively; 15
79	79	and 16
80	80	(C) by inserting after clause (iv) the fol-17
81	81	lowing: 18
82	82	‘‘(v) biofuel, including sustainable 19
83	83	aviation fuel, produced from an inter-20
84	84	mediate ingredient or feedstock;’’; and 21
85	85	(2) by adding at the end the following: 22

87	87	USTAINABLE AVIATION FUEL .— 23

91	91	‘‘(A) IN GENERAL.—The term ‘sustainable 1
92	92	aviation fuel’ means liquid fuel, the portion of 2
93	93	which is not kerosene, which— 3
94	94	‘‘(i) meets the requirements of— 4
95	95	‘‘(I) ASTM International Stand-5
96	96	ard D7566; or 6
97	97	‘‘(II) the Fischer Tropsch provi-7
98	98	sions of ASTM International Stand-8
99	99	ard D1655, Annex A1; 9
100	100	‘‘(ii) is not derived from coprocessing 10
101	101	an applicable material (or materials de-11
102	102	rived from an applicable material) with a 12
103	103	feedstock which is not biomass; 13
104	104	‘‘(iii) is not derived from palm fatty 14
105	105	acid distillates or petroleum; and 15
106	106	‘‘(iv) has been certified in accordance 16
107	107	with subparagraph (B)(iii) as having a 17
108	108	lifecycle greenhouse gas emissions reduc-18
109	109	tion percentage of at least 50 percent. 19

111	111	THER DEFINITIONS.—For purposes 20
112	112	of subparagraph (A): 21
113	113	‘‘(i) A
114	114	PPLICABLE MATERIAL .—The 22
115	115	term ‘applicable material’ means— 23
116	116	‘‘(I) monoglycerides, diglycerides, 24
117	117	and triglycerides; 25

126	126	45K(c)(3) of the Internal Revenue Code of 5

130	130	EMISSIONS REDUCTION PERCENTAGE .— 8
131	131	The term ‘lifecycle greenhouse gas emis-9
132	132	sions reduction percentage’ means, with re-10
133	133	spect to any sustainable aviation fuel, the 11
134	134	percentage reduction in lifecycle green-12
135	135	house gas emissions achieved by such fuel 13
136	136	as compared with petroleum-based jet fuel, 14
137	137	as defined in accordance with— 15
138	138	‘‘(I) the most recent Carbon Off-16
139	139	setting and Reduction Scheme for 17
140	140	International Aviation which has been 18
141	141	adopted by the International Civil 19
142	142	Aviation Organization with the agree-20
143	143	ment of the United States; or 21
144	144	‘‘(II) the most recent determina-22
145	145	tions under the Greenhouse gases, 23
146	146	Regulated Emissions, and Energy use 24
147	147	in Technologies (GREET) model de-25

155	155	as are necessary to carry out a comprehensive and inte-5
156	156	grated pursuit of all Department of Agriculture mission 6
157	157	areas for the advancement of sustainable aviation fuels 7
158	158	through— 8
159	159	(1) ensuring leadership working across Depart-9
160	160	ment of Agriculture agencies to maximize effective-10
161	161	ness; 11
162	162	(2) identification of opportunities to maximize 12
163	163	sustainable aviation fuels development and commer-13
164	164	cialization; 14
165	165	(3) leveraging the capabilities of America’s 15
166	166	farmers, foresters, and the agricultural sector in 16
167	167	capturing the opportunities presented by the emerg-17
168	168	ing sustainable aviation fuels market; 18
169	169	(4) supporting rural economic development 19
170	170	through improved sustainability for aviation; and 20
171	171	(5) advancing public-private partnerships 21
172	172	through collaboration complementing Federal Gov-22
173	173	ernment efforts. 23
