2626 This Act may be cited as the ‘‘Farm to Fly Act of 4

2828 SEC. 2. PURPOSES AND FINDINGS. 6

3030 URPOSES.—The purposes of this Act are as fol-7

3737 programs to foster alternative biofuels in national 3
3838 aviation, expanding the fuel supply, promoting clean 4
3939 energy sources, and supporting United States agri-5
4040 culture. 6
4141 (2) To recognize the critical role the United 7
4242 States agricultural sector plays in the production of 8
4343 sustainable aviation fuel and the importance of such 9
4444 fuel to achieving the goals of the Sustainable Avia-10
4545 tion Fuel Grand Challenge. 11

4747 INDINGS.—Congress finds the following: 12
4848 (1) Sustainable aviation fuels have the capacity 13
4949 to increase domestic energy security, support the ag-14
5050 ricultural sector, and foster the farm economy by ac-15
5151 celerating the availability of a commercially viable 16
5252 and sustainable aviation biofuel industry in the 17
5353 United States. 18
5454 (2) Sustainable aviation fuels provide a critical 19
5555 opportunity to support farmers of the United States 20
5656 and the rest of the agricultural sector in the sector’s 21
5757 partnership with the aviation sector to support rural 22
5858 economic development. 23
5959 (3) Feedstocks have been identified for sustain-24
6060 able aviation fuels due to the collective abundance 25

6666 (4) Sustainable aviation fuels will increase do-3
6767 mestic energy security and create new markets for 4
6868 farmers of the United States while providing a new 5
6969 energy resource for the aviation sector. 6
7070 SEC. 3. DEFINITIONS. 7
7171 Section 9001 of the Farm Security and Rural Invest-8
7272 ment Act of 2002 (7 U.S.C. 8101) is amended— 9
7373 (1) in paragraph (3)(B)— 10
7474 (A) in clause (iv), by inserting ‘‘and sus-11
7575 tainable aviation fuel’’ after ‘‘diesel-equivalent 12
7676 fuel’’; 13
7777 (B) by redesignating clauses (v) through 14
7878 (vii) as clauses (vi) through (viii), respectively; 15
7979 and 16
8080 (C) by inserting after clause (iv) the fol-17
8181 lowing: 18
8282 ‘‘(v) biofuel, including sustainable 19
8383 aviation fuel, produced from an inter-20
8484 mediate ingredient or feedstock;’’; and 21

9191 ‘‘(A) IN GENERAL.—The term ‘sustainable 1
9292 aviation fuel’ means liquid fuel, the portion of 2
9393 which is not kerosene, which— 3
9494 ‘‘(i) meets the requirements of— 4
9595 ‘‘(I) ASTM International Stand-5
9696 ard D7566; or 6
9797 ‘‘(II) the Fischer Tropsch provi-7
9898 sions of ASTM International Stand-8
9999 ard D1655, Annex A1; 9
100100 ‘‘(ii) is not derived from coprocessing 10
101101 an applicable material (or materials de-11
102102 rived from an applicable material) with a 12
103103 feedstock which is not biomass; 13
104104 ‘‘(iii) is not derived from palm fatty 14
105105 acid distillates or petroleum; and 15
106106 ‘‘(iv) has been certified in accordance 16
107107 with subparagraph (B)(iii) as having a 17
108108 lifecycle greenhouse gas emissions reduc-18
109109 tion percentage of at least 50 percent. 19

131131 The term ‘lifecycle greenhouse gas emis-9

133133 spect to any sustainable aviation fuel, the 11
134134 percentage reduction in lifecycle green-12
135135 house gas emissions achieved by such fuel 13
136136 as compared with petroleum-based jet fuel, 14
137137 as defined in accordance with— 15
138138 ‘‘(I) the most recent Carbon Off-16
139139 setting and Reduction Scheme for 17
140140 International Aviation which has been 18
141141 adopted by the International Civil 19
142142 Aviation Organization with the agree-20
143143 ment of the United States; or 21
144144 ‘‘(II) the most recent determina-22
145145 tions under the Greenhouse gases, 23
146146 Regulated Emissions, and Energy use 24
147147 in Technologies (GREET) model de-25
