29 | 29 | | NGENERAL.—No funds available to the Depart-5 |

30 | 30 | | ment of State or the United States Agency for Inter-6 |

31 | 31 | | national Development may be used to develop, design, 7 |

32 | 32 | | plan, promulgate, implement, or execute a policy, pro-8 |
---|
33 | 33 | | gram, or contract that knowingly uses goods, wares, arti-9 |
---|
34 | 34 | | cles, or merchandise mined, produced, or manufactured 10 |
---|
35 | 35 | | wholly or in part in the Xinjiang Uyghur Autonomous Re-11 |
---|
36 | 36 | | gion of the People’s Republic of China or produced by a 12 |
---|
37 | 37 | | covered entity, unless such activity is specifically author-13 |
---|
38 | 38 | | ized pursuant to subsection (b). 14 |

40 | 40 | | PECIFICAUTHORIZATION.—The Secretary of 15 |
---|
41 | 41 | | State may specifically authorize an activity otherwise pro-16 |
---|
42 | 42 | | hibited by subsection (a) if— 17 |
---|
43 | 43 | | (1) the Secretary— 18 |
---|
44 | 44 | | (A) obtains in writing an assurance from 19 |
---|
45 | 45 | | the relevant program partner, implementor, or 20 |
---|
46 | 46 | | contractor that such partner, implementor, or 21 |
---|
47 | 47 | | contractor— 22 |
---|
48 | 48 | | (i) will not use goods, wares, articles, 23 |
---|
49 | 49 | | or merchandise mined, produced, or manu-24 |
---|
50 | 50 | | factured wholly or in part in Xinjiang 25 |
---|

69 | 69 | | the Committee on Foreign Affairs of the House of Rep-15 |

70 | 70 | | resentatives and the Committee on Foreign Relations of 16 |

71 | 71 | | the Senate a report on an annual basis for three years 17 |
---|
72 | 72 | | that describes— 18 |
---|
73 | 73 | | (1) all activities prohibited by subsection (a) 19 |
---|
74 | 74 | | that were carried out in violation of such prohibition 20 |
---|
75 | 75 | | and not specifically authorized pursuant to sub-21 |
---|
76 | 76 | | section (b) in the previous year; 22 |
---|
77 | 77 | | (2) any challenges in enforcing the require-23 |
---|
