2121 SECTION 1. SHORT TITLE. 3
2222 This Act may be cited as the ‘‘Project Safe Neighbor-4
2323 hoods Reauthorization Act of 2025’’. 5
2424 SEC. 2. FINDINGS. 6
2525 Congress finds the following: 7
2626 (1) Launched in 2001, the Project Safe Neigh-8
2727 borhoods program is a nationwide initiative that 9

3232 enforcement officials, prosecutors, community lead-2
3333 ers, and other stakeholders to identify the most 3
3434 pressing crime problems in a community and work 4
3535 collaboratively to address those problems. 5
3636 (2) The Project Safe Neighborhoods program— 6
3737 (A) operates in all 94 Federal judicial dis-7
3838 tricts throughout the 50 States and territories 8
3939 of the United States; and 9
4040 (B) implements 4 key components to suc-10
4141 cessfully reduce violent crime in communities, 11
4242 including community engagement, prevention 12
4343 and intervention, focused and strategic enforce-13
4444 ment, and accountability. 14
4545 SEC. 3. REAUTHORIZATION. 15

4747 EFINITIONS.—Section 2 of the Project Safe 16
4848 Neighborhoods Grant Program Authorization Act of 2018 17
4949 (34 U.S.C. 60701) is amended— 18
5050 (1) by redesignating paragraphs (1), (2), and 19
5151 (3) as paragraphs (2), (4), and (5), respectively; 20
5252 (2) by inserting before paragraph (2), as so re-21
5353 designated, the following: 22
5454 ‘‘(1) the term ‘crime analyst’ means an indi-23
5555 vidual employed by a law enforcement agency for the 24
5656 purpose of separating information into key compo-25

7272 Safe Neighborhoods Grant Program Authorization Act of 12
7373 2018 (34 U.S.C. 60703(b)) is amended— 13
7474 (1) in paragraph (3), by striking ‘‘or’’ at the 14

7676 (2) in paragraph (4), by striking the period at 16
7777 the end and inserting a semicolon; and 17
7878 (3) by adding at the end the following: 18
7979 ‘‘(5) hiring crime analysts to assist with violent 19
8080 crime reduction efforts; 20
8181 ‘‘(6) the cost of overtime for law enforcement 21
8282 officers, prosecutors, and law enforcement assistants 22
8383 that assist with the Program; and 23

9494 by striking ‘‘fiscal years 2019 through 2021’’ and insert-7
9595 ing ‘‘fiscal years 2026 through 2030’’. 8
9696 SEC. 4. TASK FORCE SUPPORT. 9

9898 HORTTITLE.—This section may be cited as the 10
9999 ‘‘Officer Ella Grace French and Sergeant Jim Smith Task 11
100100 Force Support Act of 2025’’. 12

117117 Not less frequently than annually, the Attorney Gen-2
118118 eral shall submit to the Committee on the Judiciary of 3
119119 the Senate and the Committee on the Judiciary of the 4
120120 House of Representatives a report that details, for each 5
121121 area in which the Project Safe Neighborhoods Block 6
122122 Grant Program operates and with respect to the 1-year 7
123123 period preceding the date of the report— 8
124124 (1) how the area spent funds under the Project 9
125125 Safe Neighborhoods Block Grant Program; 10
126126 (2) the community outreach efforts performed 11
127127 in the area; and 12
128128 (3) the number and a description of the violent 13
129129 crime offenses committed in the area, including mur-14
130130 der, non-negligent manslaughter, rape, robbery, and 15
131131 aggravated assault. 16
