3838 (2) in subsection (a)— 9
3939 (A) by inserting ‘‘rural or’’ before ‘‘highly’’ 10

4141 (B) in paragraph (2)— 12
4242 (i) by redesignating subparagraph (B) 13
4343 as subparagraph (C); 14
4444 (ii) by inserting after subparagraph 15
4545 (A) the following new subparagraph (B): 16
4646 ‘‘(B) County veterans service organiza-17
4747 tions.’’; and 18
4848 (iii) by adding at the end the fol-19

8383 (4) in subsection (d), by striking ‘‘$3,000,000 22
